p.1

Enforcement action since last inspection: none

p.1

and young people since the most recent full inspection

This home was judged requires improvement to be good at the last full inspection.

p.1

and young people since the most recent full inspection

At the interim inspection, Ofsted judges that it has declined in effectiveness.

p.1

and young people since the most recent full inspection

This interim inspection was undertaken in response to an anonymous complaint received by Ofsted. The inspection reviewed both the concerns raised in the complaint, as well as the progress made against the requirements raised at the last inspection.

p.1

and young people since the most recent full inspection

Since the last inspection, there have been a number of significant changes at the home. These changes relate both to the movement of staff and to young people. Two young people have been admitted to the home and two young people have been discharged.

p.1

and young people since the most recent full inspection

One of the admissions and discharges relates to the same young person, who only remained at the home for four weeks. The short duration of this young person‟s placement was due to staff‟s poor admission planning. Staff do not give enough Inspection report children's home: SC457506 2 consideration to the needs of existing or new young people when deciding upon the suitability of new admissions. This places young people at risk of harm and impacts upon the opportunities for them to make progress.

p.1

and young people since the most recent full inspection

The entire staff team has changed in the last two weeks. The staff team has moved from another home that the registered manager is also responsible for. This is also the home that the current young person previously resided at.

p.2

and young people since the most recent full inspection

Staff do not ensure that young people experience a safe or well-maintained environment. Damage caused by previous young people is evident throughout the home. A patchwork of repairs has been carried out over recent weeks. The poor state of the home is made worse by the lack of cleanliness, both inside and outside the home. Rubbish and cigarette butts litter the entrance to the home. This does not demonstrate that staff are able to provide young people with a homely and caring place to live.

p.2

and young people since the most recent full inspection

Staff do not always take the necessary steps to keep young people safe. This is because the registered manager‟s oversight of safeguarding practices is poor. Two young people, who have recently been discharged, were repeated allowed to place themselves in vulnerable situations within the home. The staff‟s response to this situation was passive and ineffective.

p.2

and young people since the most recent full inspection

The registered manager does not ensure that significant safeguarding incidents are notified to Ofsted. This does not demonstrate a strong safeguarding culture.

p.2

and young people since the most recent full inspection

Staff are not successful in getting young people to access full-time education or training. Delays in young people accessing such provision are due to poor planning at the start of their placements.

p.2

and young people since the most recent full inspection

The registered manager has not ensured that there are clear records of staff rosters. This means that it is not always clear what shifts staff are expected to work or what shifts they have worked.

p.2

and young people since the most recent full inspection

The inexperienced staff team does not always receive regular supervision. Some staff are supervised by managers who have not received adequate training to undertake the role. This means that staff do not always receive the expected level of support.

p.2

and young people since the most recent full inspection

The registered manager has not ensured that case records accurately reflect the lived experiences of young people. This impacts upon the registered manager‟s ability to review areas of need and/or progress made.

p.2

and young people since the most recent full inspection

The registered manager‟s monitoring systems have not enabled her to understand and address the shortfalls in the quality of care provided to young people. As a result, none of the requirements raised at the last inspection have been addressed. This also demonstrates the limitations of the registered provider‟s senior managers, who oversee this home.

p.2

and young people since the most recent full inspection

External monitoring systems have not always provided the necessary scrutiny. Inspection report children's home: SC457506 3 Independent visitor reports completed since the last inspection have not sufficiently identified the decline in care planning and safeguarding practices. The quality of independent visitor reports has reduced their effectiveness as a tool to bring about positive change.

p.2

and young people since the most recent full inspection

Prior to this inspection, the registered provider had not notified Ofsted of the registered manager‟s recent absence from the home. This does not showcase good partnership working. The current plans to manage the registered manager‟s absence are not sustainable. This does not inspire confidence in the registered provider‟s ability to improve the quality of care that young people receive.

Information about this inspection

Inspectors have looked closely at the experiences and progress of children and young people. Inspectors considered the quality of work and the difference made to the lives of children and young people. They watched how professional staff work with children and young people and each other and discussed the effectiveness of help and care provided. Wherever possible, they talked to children and young people and their families. In addition, the inspectors have tried to understand what the children‟s home knows about how well it is performing, how well it is doing and what difference it is making for the children and young people whom it is trying to help, protect and look after.
