Inspection activities n We carried out this inspection as a result of a risk assessment, following information we received about the provider. n The inspector observed the quality of teaching during activities and assessed the impact this has on children's learning. n The inspector held a number of discussions with the childminder and her assistant, and interacted with children during the inspection. n The inspector looked at relevant documentation, including evidence of the suitability of persons working with children. n The inspector took account of the views of parents through feedback shared with the childminder.

p.3

Effectiveness of leadership and management is inadequate

Safeguarding is ineffective. Children are at risk of significant harm. The childminder has not notified Ofsted of changes to her health in order for it to carry out suitability checks. In addition, she has failed to maintain adequate knowledge of child protection procedures and she has not ensured that her assistant has a sound knowledge of safeguarding children and is competent in the areas of work he undertakes. The childminder is not aware of the signs and symptoms that may indicate a child is at risk. This includes children being exposed to extreme ideas. The childminder does not know the reasons that a person could become disqualified, preventing them from working with children. Therefore, she is not able to determine her own or her assistant's ongoing suitability. Risk assessments are not regularly carried out prior to outings and consequently potential risks to children are not identified. In addition, the childminder

p.4

has not planned well enough to provide adequate supervision of children while visiting local playgroups. This has put children at significant risk of harm. The childminder has failed to retain children's accident records for a reasonable length of time. In addition, she does not accurately record children's hours of attendance so that they can be safely accounted for in her care. The childminder does not promote her or her assistant's professional development. She has failed to identify their ongoing training needs. This has a significant impact on their ability to promote children's good progress. The childminder does not have due regard for data protection requirements and has failed to update parents about her responsibility in relation to the General Data Protection Rules. The childminder has obtained written consent from parents to enable her to leave children in the sole care of her assistant. However, she has not ensured that this does

p.4

not exceed a total of two hours in any single day.

p.4

Quality of teaching, learning and assessment is inadequate

Teaching is weak. The childminder and her assistant do not have a good enough understanding of how children learn, to ensure they make good progress. The childminder fails to assess children's starting points and the progress they make. Planning and ongoing teaching for learning are not based on children's individual development and what they need to learn next. This means there is not enough emphasis on improving learning opportunities for children. The childminder's assistant fails to engage children in active learning and children are left to wander around the playroom aimlessly. A lack of structured activities means children do not have enough adult support to help them make sense of their play or secure links in their learning. While children are left to pursue their own interests, their play lacks the added value of good-quality adult interaction.

p.4

Personal development, behaviour and welfare are inadequate

The weaknesses in leadership and management mean that children's welfare is not protected. Nevertheless, children form bonds with the childminder and her assistant. These help them to meet some of the children's emotional needs. The childminder and her assistant do not protect children's good health, for example, they do not ensure that children can easily reach drinks of fresh water. The childminder gathers information from parents about their children's routines which helps her to meet their care needs.

p.4

Outcomes for children are inadequate

Significant weaknesses in teaching mean that each child's next steps for learning are not met. Children are not helped to develop the important skills needed for their next stage of learning or in preparation for starting school.
