Recommendations

 When a child returns to the home after being missing from care or away from the home without permission, the responsible local authority must provide an opportunity for the child to have an independent return home interview. Homes should take account of information provided by such interviews when assessing risks and putting arrangements in place to protect each child. (‘Guide to the children’s homes regulations including the quality standards’, page 45, paragraph 9.30)  The registered person should make best use of internal monitoring processes to ensure continuous improvement. (‘Guide to the children’s homes regulations including the quality standards’, page 55, paragraph 10.24)

p.4

Overall experiences and progress of children and young people: good

This is a single-placement home. Since the last inspection, one young person has moved on to independence and another young person has moved into the home. Both young people received good support during their transition and experienced well-planned moves.

p.4

Overall experiences and progress of children and young people: good

The young person has settled well and has developed positive relationships with staff. He described staff as ‘sound’ and spoke highly of them. The young person said he likes living in the home and that he hopes he will be able to remain there until he is ready to move on to independence.

p.4

Overall experiences and progress of children and young people: good

The young person is engaged in education for the first time in several years. He is attending school regularly and is also taking part in a vocational course. This achievement has increased his confidence and general well-being.

p.4

Overall experiences and progress of children and young people: good

Staff ensure that the young person receives support to maintain positive contact with his family. As a result, he is benefitting from improved relationships with people who are important to him. This supports the young person’s emotional wellbeing.

p.4

Overall experiences and progress of children and young people: good

Staff encourage the young person to share his views about his care and the general running of the home. He is regularly encouraged to engage with an independent advocate to assist him in expressing his views, wishes and feelings. Staff are mindful of the need to take the young person’s views into account when providing his day-to-day care. However, it was identified during this inspection that staff do not consistently follow written agreements with the young person, in relation to entering his room. It is important that young people are helped to understand their rights in relation to privacy and are aware of circumstances when staff may be required to enter or search their Inspection report children’s home: SC480429 5 room. A requirement is raised in relation to this matter.

p.4

How well children and young people are helped and protected: good

The young person is well cared for in a safe environment. Staff have a good understanding of their safeguarding responsibilities and are able to confidently describe action they would take if a safeguarding concern were identified.

p.5

How well children and young people are helped and protected: good

Risks to the safety and well-being of the young person are clearly identified. There is written guidance in place to advise staff of the measures they must take to support the young person in a safe manner. Risk assessments are regularly updated when any new relevant information is obtained.

p.5

How well children and young people are helped and protected: good

From his starting point, the young person has been successful in reducing a number of high-risk behaviours, including being missing from home. However, concerns remain present, and the registered manager works effectively with partner agencies to ensure that the young person’s safety and well-being are consistently maintained.

p.5

How well children and young people are helped and protected: good

Staff have good skills and knowledge in relation to behaviour management. They have a good understanding of the young person’s emotional responses and are able to de- escalate challenging situations before they reach crisis point. As a result, incidents of physical intervention are minimal, and the young person is developing safer and more appropriate behaviour over time.

p.5

How well children and young people are helped and protected: good

Recruitment procedures are in place and are generally followed. However, it was identified during the inspection that the recruitment of one staff member had not been satisfactory, as some key information had been overlooked. Robust recruitment helps to protect young people from being in contact with adults of unsuitable character. Therefore, a requirement is raised in relation to this matter.

p.5

The effectiveness of leaders and managers: good

The home is effectively managed by a suitably qualified and experienced registered manager. The registered manager has responsibility for another two homes within the organisation, but this is to reduce in the near future. A new manager has been appointed, and there are suitable arrangements in place to provide an effective handover.

p.5

The effectiveness of leaders and managers: good

The registered manager has high aspirations for young people and communicates clear expectations to the staff team. External professionals report a high level of satisfaction with the home and confirmed that the home works well with them to ensure that the young person’s needs are met.

p.5

The effectiveness of leaders and managers: good

The home has a low staff turnover. This means that the young person benefits from continuity and receives care and support from people who have a good understanding of Inspection report children’s home: SC480429 6 his needs.

p.5

The effectiveness of leaders and managers: good

Staff described the registered manager as approachable and supportive. All staff benefit from regular supervision, during which matters such as training, development and relevant practice issues are discussed. Regular team meetings provide staff with the opportunity to share information and discuss ideas.

p.6

The effectiveness of leaders and managers: good

There are effective arrangements in place for staff training. The registered manager monitors training carefully to ensure that all staff remain up to date with their mandatory courses. The registered manager is able to identify the need for additional training, for example in relation to a young person’s individual needs.

p.6

The effectiveness of leaders and managers: good

There are processes in place to enable the registered manager to monitor safety and quality on a regular basis. However, during this inspection, some shortfalls were identified that had not been identified through these processes. It is therefore recommended that quality assurance processes be reviewed to ensure that any areas for improvement can be promptly identified.

p.6

Information about this inspection

Inspectors have looked closely at the experiences and progress of children and young people. Inspectors considered the quality of work and the differences made to the lives of children and young people. They watched how professional staff work with children and young people and each other and discussed the effectiveness of help and care provided. Wherever possible, they talked to children and young people and their families. In addition, the inspectors have tried to understand what the children’s home knows about how well it is performing, how well it is doing and what difference it is making for the children and young people whom it is trying to help, protect and look after.

p.6
