Outcomes for children Requires improvement

p.1

This provision is inadequate

n Breaches of the safeguarding and welfare requirements put children at risk. The childminder does not understand her responsibility to ensure that all adults who work directly with the children are known to Ofsted and are suitable for their roles. She has not informed Ofsted of people who she deploys to pick up children from school. n The childminder has not developed effective processes to confirm the ongoing suitability of people who work with the children. n The childminder does not ensure that appropriate fire control equipment is in place to help minimise risks to children's safety in the event of an emergency. n The assistants do not consistently follow safe practices to prevent unauthorised persons from entering the premises unsupervised. For instance, they do not always close the entrance door securely when they exit the building. n The childminder does not ensure that the premises are ready for children's use when

they arrive. For instance, the entry to the building is not always open when children arrive and they wait outside with the childminder until they can gain entry. This compromises children's good health, and their learning is interrupted. n The childminder does not maintain an accurate daily record of children's hours of attendance, as required. n The childminder does not ensure that records are accessible and available for persons who have a professional need to see them, with particular regard to documents to evidence the suitability of assistants. n The childminder has not developed effective processes to assess children's starting points and to monitor their progress on an ongoing basis. Children do not make the progress they are capable of.

p.1

It has the following strengths

n The childminder provides a wide range of resources for children to choose from. This helps to support their independent choices.

What the setting needs to do to improve further

To meet the requirements of the early years foundation stage and Childcare Register the provider must: Due date develop understanding of the requirement to inform Ofsted of anyone working with children as part of a childminding registration, and ensure that Ofsted is provided with the necessary details of assistants so that their suitability can be checked 15/01/2019

Inspection activities n The inspector observed the children and how the childminder and her assistants interacted with them. n The inspector viewed a sample of documents, including children's learning records. n The inspector held discussions with the childminder and her assistants at appropriate times, and took account of the views of parents and children. n The inspector observed an activity with the childminder and assessed how she monitors teaching practice. n The inspection was carried out following Ofsted's risk assessment process.

p.3

Effectiveness of leadership and management is inadequate

The childminder does not understand how to meet the safeguarding and welfare requirements of the early years foundation stage. Safeguarding is ineffective. The childminder does not ensure that all her assistants are known to Ofsted and are suitable for their roles. She does not ensure that they understand their responsibility to inform her of any changes to their ongoing suitability. The childminder does not keep accurate records of children's attendance. She was unable to provide other relevant records during inspection, such as suitability checks for people who work with the children. The organisation of some routines means that children's good health is compromised. For instance, she explained that the setting is not always open when they arrive and they wait outside, in different weather conditions, waiting to gain entry. Although the childminder supervises staff regularly and plans some appropriate training for them, the

quality of teaching is not consistently strong. The childminder does not reflect well on her practice to identify and address these weaknesses. Overall, the childminder shares information effectively with schools and healthcare professionals, which helps to support a shared approach to children's care and learning. Staff understand how to identify signs and symptoms that may cause concern for children's welfare. The childminder understands her responsibility to follow the rules relating to caring for children at the non-domestic premises.

p.4

Quality of teaching, learning and assessment requires improvement

The childminder does not make accurate assessments of children's starting points or monitor children's progress regularly to help identify any gaps in their learning and plan for areas in which they need further support. Nevertheless, she plans some appropriate next steps in individual children's learning. She provides opportunities for young children to explore with their senses and for older children to build on their understanding of people's differences. The assistants provide verbal clues to help support older children to complete jigsaw puzzles. Children build on their mathematical development. Although children choose activities that interest them, inconsistencies in teaching and assessment mean that they are sometimes not fully engaged in purposeful activity.

p.4

Personal development, behaviour and welfare are inadequate

The childminder does not ensure that appropriate arrangements, including fire control equipment, such as fire blankets and/or extinguishers, are in place to ensure children's safety in the event of an emergency. The assistants do not always ensure that the main door is closed securely, for instance, before they leave the premises to pick up older children from school. These weaknesses compromise children's safety. The childminder prepares and stores food appropriately and provides nutritious meals for children. She works in partnership with parents to meet children's dietary needs. This helps to support their physical well-being. Children form friendly relationships with the childminder and her assistants. Parents of young children state that they are happy with the provision and that the childminder updates them regularly about their children's day at the setting. Partnerships with parents are positive overall. Children behave well and are emotionally

secure. They build positive self-esteem.

p.4

Outcomes for children require improvement

Children do not consistently make the progress they are capable of. At times, children lose interest in what is happening; for example, when they are not engaged in purposeful activity that takes into account their learning needs. The poor organisation of some routines means that children's learning is interrupted, particularly at the start of the day. Overall, older children develop some skills that help to prepare them for school. For instance, they confidently identify some letters of the alphabet.
