p.1
Information about this children’s home
This privately run home is one of a small group. Care and accommodation are provided for up to six boys who have moderate to severe learning difficulties. The manager has been in post since 9 October 2017 and has been registered since 21 September 2018. She does not hold a relevant level 5 qualification.
p.1
This monitoring visit
Ofsted served a notice restricting accommodation at this home on 15 November 2018 because of serious concerns that were identified at the full inspection on 5 and 6 November 2018. Two compliance notices were served under Regulations 12 and 13, relating to the protection of children and the leadership and management of the home. A monitoring visit on 10 December 2018 found that, although progress had been made, neither notice was met. Two further compliance notices were therefore served under Regulations 12 and 13. The restriction of accommodation remained in place.
p.1
This monitoring visit
The purpose of this visit was to monitor compliance with the notice restricting accommodation and to monitor progress against the steps that were set out in the compliance notices in accordance with Regulation 12 and Regulation 13.
p.1
This monitoring visit
No children have been admitted to the home. The provider is therefore compliant with the notice restricting accommodation.
p.1
This monitoring visit
Risk assessments have been updated. These now contain more detail. The staff spoken to were aware of the contents of the risk assessments. The location risk assessment has also been updated. This now considers issues in respect of county lines and provides greater detail regarding the risks.
p.1
This monitoring visit
Missing-from-care protocols have been updated and now contain relevant information to guide the staff. The protocols have been shared and agreed with Inspection report for children‟s home - monitoring visit: SC443009 2 placing authorities. The staff spoken to were aware of the content of the protocols.
p.1
This monitoring visit
These improvements mean that the compliance notice under Regulation 12 is met.
p.2
This monitoring visit
The manager has received coordinated support from the wider organisation. This has resulted in some of the improvements that were identified during this visit. Monitoring by the senior management has improved. The responsible individual now visits the home regularly. The registered manager is provided with support and constructive challenge from another registered manager who works for the organisation.
p.2
This monitoring visit
Training records are now clearer. The manager has gathered additional information regarding the training of agency staff and bank staff. A clearer system is in place to monitor training dates and training expiry dates. All permanent staff have current first aid training and physical intervention training.
p.2
This monitoring visit
These improvements mean that the compliance notice under Regulation 13 is met.
p.2
This monitoring visit
In monitoring the compliance notices, three of the requirements that were raised at the last inspection were reviewed. These three requirements were met. The other eight statutory requirements that were raised at the full inspection have not been monitored at this visit. They will be reviewed at the next inspection and so are restated.
p.2
This monitoring visit
The notice restricting accommodation has been lifted following this monitoring visit.
