Inspection report for children‟s home - monitoring visit: SC452461 1 SC452461

SES Turnstone Limited

Monitoring visit Inspected under the social care common inspection framework

p.1

Information about this children’s home

The home is one of two homes owned by a private organisation. The home provides a therapeutic blended model of care and education. The home provides long-term placements for up to eight children who have traumatic backgrounds and may have experienced neglect and/or emotional abuse. There is a school on-site which is also run by the organisation. The manager of the home was registered in November 2015.

p.1

This monitoring visit

The purpose of this visit was to monitor progress against the nine statutory requirements raised at the full inspection. The monitoring visit found that the provider has taken sufficient action to meet eight of the nine requirements, one requirement remains unmet although it is within timescale and is therefore restated. One new requirement has been raised.

This monitoring visit

The two safeguarding issues that resulted in the inadequate judgement at the full inspection have both been fully addressed. Two allegations made since the inspection have been managed with immediate safeguards and external oversight. The use of physical intervention has reduced.

p.1

This monitoring visit

Since the full inspection, there have been 13 occasions when staff have needed to physically manage children at the home, which is a reduction in frequency. A sample of the records indicated that the physical intervention in each case was appropriate. The records are extremely detailed. They contain a record of clear reflection from the staff. The staff fully complete records. The manager‟s review of each incident is recorded. These reviews provide improved oversight of physical interventions.

This monitoring visit

The hazards identified in the grounds have all been removed or repaired. Crumbling Inspection report for children‟s home - monitoring visit: SC452461 2 stone features and walls have been mended or covered. The boathouse roof tiles have all been taken off. Spare furniture and broken items have all been removed and the maintenance sheds are locked. The staff undertake site checks alongside their regular security checks. These checks ensure that the environment is maintained to a good standard, reducing any environmental risks to children. An action plan to address old decor and furnishings is well underway. One room has been refurbished with fresh paint, carpets and new soft furnishings. The room is comfortable and cosy. Children‟s bedroom doors have been repainted and redecoration of the first-floor corridors is planned. Despite general improvement, one child‟s bedroom was found to have an unacceptable odour. This odour was

documented as being present for over two weeks, during which time the child had been sleeping in the room. The manager has identified a new room for the child and the move will take place after the newly identified room is decorated.

p.2

This monitoring visit

There are children at the home who, on occasion, continue to experience bullying. Although staff intervene quickly, there is no evidence that the actual bullying has been addressed. Staff have undergone further training since the full inspection. However, the incidents highlighted were prior to this training. Records clearly show that one child has targeted another. This was also confirmed by a professional spoken to during the visit. This bullying behaviour is the result of an unsettled child. The placement for that child is under review with the placing authority.

p.2

This monitoring visit

The whole staff team has revisited the safeguarding procedures outlined in the home‟s policy. Training for the staff was delivered over two days and followed up with a knowledge test. There has been an investigation into the poor management of an allegation made by a child and the subsequent failure to report the disclosure appropriately. Two further allegations have been managed well with appropriate referrals, sharing of information and immediate consideration given to the child‟s safety and well-being.

p.2

This monitoring visit

The physical intervention logs demonstrate an improvement in managerial oversight. There are no recorded interventions that read as unsafe holds. Records describe the child‟s behaviours and justification for the use of the hold. External monitoring visits also report on these records. These monitoring visits have increased in length and include clear evidence of the visitor‟s views on how effectively children are being safeguarded.

p.2

This monitoring visit

The manager has submitted an updated statement of purpose to Ofsted and notifiable events have been sent to Ofsted without delay. This ensures that Ofsted can monitor events at the home.
