Inspection activities n The inspector observed the quality of teaching during activities indoors and assessed the impact this has on children's learning. n The inspector spoke to the childminder, her assistant and children throughout the inspection. n The inspector completed a joint observation with the childminder and her assistant. n The inspector looked at relevant documentation, such as evidence of the childminder's and her assistant's suitability to work with children. She discussed children's learning, assessment and planning with the childminder. n The inspector obtained verbal and written feedback from parents and took account of their views.

p.3

Effectiveness of leadership and management is inadequate

Safeguarding is ineffective. Children's safety is compromised significantly. The childminder has failed to provide Ofsted with information to enable checks to be completed on regular visitors who stay at the premises for a significant proportion of the week. She does not have a secure knowledge of the procedures to follow if she needs to report concerns about children's welfare swiftly. In addition, she has failed to provide a clear policy for her assistant to follow in regard to the use of mobile phones and whistle blowing. The childminding premises are not secure. The front door is not secured to prevent access when children are present and risk assessments are ineffective. For example, the step to the outside area is not secure and poses a tripping hazard. Training is ineffective and the childminder has not formed any relationships with other professionals. The childminder has a limited understanding of the requirements of the

early years foundation stage. Furthermore, she has failed to support her assistant to understand the setting's procedures.

p.4

Quality of teaching, learning and assessment is inadequate

The childminder has a poor understanding of how to promote individual children's learning and she has low expectations of what they can achieve. Teaching lacks enthusiasm and opportunities to enhance children's play are frequently missed by the childminder. In contrast, the childminder's assistant follows older children's lead to teach them mathematical skills using the resources of their interest. However, the childminder intervenes to change the focus of the activity so it is no longer challenging or interesting. Young children sit quietly as they explore dough at the table. The childminder does not provide stimulating interaction to help them develop their speech. Observations of children's learning lack detail and the childminder does not have a clear picture of their current stage of development as assessments are inaccurate. In addition, the childminder does not complete the required progress check for children aged between

p.4

Personal development, behaviour and welfare are inadequate

The childminder's insufficient knowledge of how to keep children safe has a significant impact on their welfare. The childminder has not obtained any care information about some children who have already started and has not provided any settling-in visits to ensure she knows about their needs. In spite of this, children are happy to be with the childminder and they have developed secure relationships with her assistant. Overall, children's behaviour is positive and the childminder's assistant praises them. However, on occasion children are not supported enough to learn about sharing and opportunities are missed to help them fully develop their social skills. The childminder provides meals for children but these are not always nutritious and she does not ensure children wash their hands before they eat.

p.4

Outcomes for children are inadequate

Children's learning and development is limited. They are not supported to make progress similar to that of other children their age, particularly in their communication and language. In addition, some children's self-care and personal, social and emotional development is lower than the typical expectations for their age. Children do not begin to develop the skills they need for their eventual move on to school. Play lacks excitement and enthusiasm and children are not motivated to learn.
