The childminder does not have an understanding of what children are learning when they attend other settings. n Strategies for engaging parents in their child's learning and development are weak and focus too much on care practices. n The childminder is not regularly observing and assessing children's learning and development. As a result, she is not able to plan for children's next steps for learning and help them make the progress they should. n The childminder has a limited knowledge of how to promote children's learning and development. p.2
Effectiveness of leadership and management is inadequate
Safeguarding is not effective. The childminder knows the procedures to follow for reporting concerns about children's safety and well-being to other professionals. However, she does not understand what action to take if someone made an allegation against herself or a family member. She has not identified which substances in her home are potentially hazardous to children. In addition, during the inspection, the childminder let an unsuitable programme show on television. The childminder places too much emphasis on organising her paperwork instead of reviewing how well she is working with children. As a result, she is unaware of significant weaknesses in her practice, particularly in meeting the legal requirements for children's learning and development. These weaknesses hold children back from making the progress they should. Ofsted previously required the childminder to take steps to raise the quality of her work but too
p.4
Quality of teaching, learning and assessment is inadequate
Although the childminder provides some worthwhile activities for children, she does not assess their learning properly. She also makes too few links with parents and other professionals to discover what children can already do. This means that the she does not know when children are behind in their learning. Furthermore, she does not understand how to support children with possible delays in their development. The childminder has the television switched on while children play but does not realise how this can affect children's language development. Too much teaching is not matched to children's needs. The childminder does not give children enough opportunities to make decisions for themselves. For example, she overdirects children as they play with a shape-sorter and so they learn little.
p.4
Personal development, behaviour and welfare are inadequate
The childminder speaks kindly to children and develops positive relationships with each of them. Children are happy to be in her care and they behave well. The childminder seeks information from parents about children's individual routines at home and their care needs. She makes sure that children have healthy meals, snacks and outings to the park. These activities contribute to their good health. The childminder helps children to develop a good understanding of managing their own personal hygiene, such as placing their hand over their mouth when they cough and using the bathroom independently. However, the childminder's failures relating to safeguarding mean that children are not safe in her care.
p.4
Outcomes for children are inadequate
Outcomes for children are inadequate due to the childminder's weak understanding of teaching, planning and assessment. She does not know what children are learning when they attend other settings. Activities that the childminder sets for children do not match their needs or give them enough challenge. Gaps in children's learning are not addressed quickly. When teaching children letter sounds, the childminder is unaware that she says them wrongly. This holds children back from making the progress that they should. Children are not developing the many skills that they need for their move to school.
