This provision is inadequate

n The childminder has not provided Ofsted with details of her assistants so that the necessary suitability checks can be completed. She leaves children in the sole charge of these adults for periods during the day. This puts children's welfare at risk. n The childminder has not obtained documentation from one of her assistants, to confirm that she has a valid paediatric first-aid certificate. This also compromises children's safety. n The standard of teaching is poor. The childminder does not have an effective system of professional development to improve her childcare skills and knowledge to a good standard or to guide her assistants' practice. Children do not make adequate progress from their starting points. n Where the childminder identifies emerging concerns about children's development, she does not include these in their written progress checks at age two years, as required. She does not discuss her concerns with parents or provide activities that successfully

p.2

Effectiveness of leadership and management is inadequate

The childminder does not have sufficient understanding of the requirements of the early years foundation stage. Therefore, although she reviews her service, she has not identified significant breaches in welfare requirements and weaknesses in teaching and assessment. The childminder attends training but does not use this effectively to improve her professional skills and knowledge. Safeguarding is not effective. The childminder does not ensure that adults working with children in her home are suitable and have a valid paediatric first-aid certificate before she leaves them alone with children. This compromises children's safety. The childminder and her assistants have an adequate knowledge of the procedures to follow in the event of a child protection concern.

p.3

Quality of teaching, learning and assessment is inadequate

The weaknesses in teaching and learning have a significant impact on children's outcomes. Although the childminder monitors children's progress, she does not use this information effectively, particularly where they may need additional help to make good progress. The childminder does not have a secure understanding of how to guide children's learning and does not take account of children's individual learning needs. For instance, during a painting activity with younger children, she focuses on ideas which are too challenging, such as learning letters of the alphabet. Consequently, children do not make the progress they should. The childminder provides opportunities for children to practise making marks.

p.3

Personal development, behaviour and welfare are inadequate

The childminder does not have effective procedures to safeguard children's welfare. The learning environment is not sufficiently stimulating to keep children consistently interested and engaged. For example, during the inspection children of widely varying ages and abilities were given only one jigsaw puzzle or game at a time, to complete between them. Despite their requests, they were told they could not have any additional toys or resources. Consequently, they became bored and distracted. Nonetheless, children generally behave well. They demonstrate that they have secure relationships with the childminder and her assistants. The childminder exchanges information on children's welfare with their parents, which helps to provide continuity in their care.

p.3

Outcomes for children are inadequate

Children do not make the progress they are capable of because teaching does not focus on their individual needs and next steps for learning. They do not gain all of the skills they need to prepare them well for their future learning. Children show some curiosity to explore their environment. They are friendly and sociable. For example, older children greet visitors warmly and politely enquire about their day. Children say that they enjoy playing outdoors and learn to run, climb and balance on visits to the local park.
