This provision is inadequate

n The childminder does not have a secure understanding of how to recognise all possible signs that a child may be at risk of harm or how to address any child protection concerns. n The childminder has not ensured that the premises are in a suitable condition. The property is in a poor state of repair and this has an impact on children's health and well-being. n The childminder does not ensure that she obtains written permission from parents before administering medication to their children. This puts children at risk. n Hygiene practices are poor. The childminder does not ensure appropriate levels of hygiene throughout the premises and this compromises the health of the children. n Although overall children enjoy the activities provided, they do not get as much time as they would like to be able to complete them. n Children are not supported in making as much progress as possible. The childminder does not ensure that her assessments of children are focused enough to enable

n ensure activities are planned effectively to give children time to finish n ensure observations and assessments are used to identify precisely where children are in their development and be able to notice when children may be falling behind or not making progress.

p.2

What the setting needs to do to improve further

Inspection activities n The inspector sampled a range of documents, including accident and medication records for children. n The inspector spoke with the childminder at convenient times during the inspection. n The inspector observed children taking part in activities and evaluated the impact on their learning. n The inspector checked evidence of the suitability of adults living on the premises and the childminder's qualifications. n The inspector had a tour of the areas that children have access to.

p.2

Effectiveness of leadership and management is inadequate

The arrangements for safeguarding are not effective. Although she has completed recent training for safeguarding, the childminder does not have a secure understanding of her responsibilities to safeguard children. This means she is unable to implement effective procedures to protect children from possible harm. The childminder does not assess risks robustly enough. She has failed to take action to reduce all possible hazards within her home. In addition, children are put at potential risk by poor hygiene standards. Tables used for eating are not properly cleaned between meals and children are not taught good personal hygiene practices. The childminder does not use her self-evaluation effectively to help her reflect on her practice. For example, she has not acted on breaches in requirements that compromise children's safety.

p.3

Quality of teaching, learning and assessment is inadequate

The childminder does not use assessments or identify next steps in children's learning to target teaching as well as possible. She does not identify quickly enough when children are not making progress or put in place appropriate support to close any gaps in learning. Children enjoy the activities provided, but these do not focus consistently enough on what children need to learn next to help them make the progress of which they are capable. Overall, the childminder provides children with general support for their communication and language development. For example, they chat excitedly together about the bird they can hear in the garden and think about where it might be.

p.3

Personal development, behaviour and welfare are inadequate

Children's welfare cannot be assured. The childminder fails to fulfil her responsibility to ensure she has written permission from parents to administer medication. This compromises children's safety. Poor maintenance of the premises means young children are at risk of harm, for example, from broken plug sockets. Overall, children behave well. They receive praise from the childminder and are encouraged to develop good manners. The childminder provides guidance on helping children to learn to manage their behaviour in regard to sharing and playing with others. However, for some children, the childminder does not put in place adequate plans to fully support their emotional well- being.

p.3

Outcomes for children are inadequate

Children do not gain the skills they need to develop to help them prepare for moving on to school. The weaknesses in teaching and assessment mean children do not receive appropriate support in their learning and development. Some children are not making sufficient progress alongside their peers, and gaps in development are widening. However, they do develop some physical skills in activities, such as picking up small sequins to glue onto their picture. Younger children have a good sense of their own bodies and are able to climb and duck and move to get to where they want to.
