This provision is inadequate
n The childminder lacks the capacity to improve. She has not addressed actions from the previous inspection. The childminder continues to be in breach of several requirements that present a significant risk to children's welfare and safety, and their learning and development. n The childminder does not understand her role and responsibilities. She does not reflect upon her own practice or effectively supervise, support or coach her assistant. Consequently, teaching is poor and children's care and learning are not adequately promoted. n The childminder does not identify or minimise the risks to children while indoors. She does not make sure that children are safe when sleeping on the first floor of the house. The childminder does not prevent children from climbing down the stairs unsupervised. n The childminder does not adequately supervise children. They are not within the childminders sight or hearing when sleeping in the bedroom of the house. This does

not keep children safe. n The childminder does not organise the indoor space and the furniture and play equipment in a way that meets the care and learning needs of children. n The childminder does not regularly observe, accurately assess or plan challenging activities to help children to make good progress in their learning. She does not help children to develop the languages they speak at home, in addition to English. n The childminder does not encourage two-way communication about children's learning with parents and other settings some children also attend. This does not help to provide children with continuity in their learning and development.
p.1
It has the following strengths
n The childminder and her assistant provide children and babies with cuddles and reassurance. This helps to build close relationships. n Children are curious about the world around them. They show interest in the toys and play equipment provided for them in the playroom.

p.2
Effectiveness of leadership and management is inadequate
Safeguarding is not effective. The childminder does not understand her role and responsibilities to keep children safe. The childminder and her assistant care for children in a playroom to the side of the house. However, the amount of equipment, furniture and toys limit the space available for children to play, explore and sleep uninterrupted. The childminder does not assess or minimise risks to children. Some children sleep in the bedroom situated in the house. They are left in the care of older children and not within the childminder's sight or hearing. This is because the childminder and her assistant remain with the other children in the playroom. Furthermore, the childminder does not lock the stairgate to the entrance of the bedroom. The childminder does not identify weaknesses in her own practice or that of the assistant. She does not check that the assistant follows her procedure to keep the door shut while in the bathroom with young

children. As a result, children attempt to climb downstairs unsupervised. The childminder records information about early years children, including their date of birth and hours of attendance. However, she does not record this information for older children. The childminder has completed training in child protection. The childminder and assistant know the action they must take if concerned a child may be at risk of harm.
p.4
Quality of teaching, learning and assessment is inadequate
The lack of space significantly limits children's learning opportunities. For example, the childminder provides several children with playdough at a small table. Children struggle to explore the playdough without it dropping on the floor. They become frustrated and quickly lose interest in the activity. During play, the childminder and her assistant do not adequately interact or enthuse children. As a result, children are not motivated to learn and do not concentrate. They spend a lot of time wandering around the playroom not engaged in play. The childminder makes some observations of children as they play. But, observations are not regular and do not cover all areas of learning. Furthermore, the childminder does not encourage parents and the pre-school, to share their observations of what children can do. As a result, assessment is not accurate and children are not helped to make the progress they should.
p.4
Personal development, behaviour and welfare are inadequate
Weaknesses in leadership and management significantly compromise children's well- being. Some children and babies sleep in the playroom. They struggle to settle and are distracted by other children playing in the same room. The lack of space means that children do not eat meals altogether. This hinders their social skills. Furthermore, the childminder does not help children to develop the languages they speak at home. This does not encourage children to understand or accept each other's differences. That said, children do eat healthy snacks of fruit and have regular drinks of water. Children enjoy being active as they play in the garden. They develop their physical skills while chasing each other and playing on the swing.
p.4
Outcomes for children are inadequate
Children are not adequately prepared for the next stage in their learning, or for school when the time comes. A lack of space and weak teaching means that children are not challenged in their learning. Nevertheless, children show interest in letters displayed on a board and select books to read. This helps to develop their early reading skills. Children mimic words they hear. For example, while cutting playdough with a butterfly shape, they repeat the word 'butterfly', spoken by the adult.
