Interim inspection report children's home: SC459168 1 SC459168 Registered provider: The Cambian Group Interim inspection Inspected under the social care common inspection framework
p.1
Information about this children's home
Although registered for four children, the home provides short- and medium-term care for three children up to the age of 18 who have experienced serious behavioural, emotional and social difficulties. The home, which is owned by a private organisation, also offers education.

The manager has been registered with Ofsted since May 2018
p.1
Judgement at last inspection: requires improvement to be good
Enforcement action since last inspection: none
p.1
and young people since the most recent full inspection
This home was judged requires improvement to be good at the last full inspection. At the interim inspection, Ofsted judges that it has declined in effectiveness.
p.1
and young people since the most recent full inspection
This inspection has found that some shortfalls identified at the full inspection have not been fully addressed. In addition, further significant shortfalls have been identified.
p.1
and young people since the most recent full inspection
Six of the seven staff appointed during the last year do not have prior experience of working in residential childcare. Consequently, there are frequent occasions when inexperienced probationary staff, supported only by agency workers or other inexperienced probationary staff, are running shifts. This does not ensure proper oversight of care practice. Interim inspection report children's home: SC459168 2 Since the last inspection, there have been occasions when the staff have failed to manage difficult situations effectively. A child said, „The staff don‟t act quickly enough.‟ Although senior managers recognise that this is an issue and are taking steps to address it, this shortfall has contributed to negative behaviours escalating and one child being arrested.
p.1
and young people since the most recent full inspection
The staff do not receive a timely debriefing following the use of physical intervention. This lack of debriefing limits opportunities for reflection and learning and fails to support staff.
p.2
and young people since the most recent full inspection
The manager undertakes impact risk assessments. However, these assessments do not consider the effect that children already living at the home may have on the child who may come to live at the home. In addition, the assessment does not consider the impact on a child of moving into the home without an education placement in place. As a result, the potential effects of children‟s placements are not fully assessed.
p.2
and young people since the most recent full inspection
Some important risk assessments have not been updated following significant incidents. This is a repeated shortfall which does not promote reflection or learning and does not provide staff with clear guidance.
p.2
and young people since the most recent full inspection
The location risk assessment has improved but it does not consider the availability of local mental health services. The home is on an unlit road, where the speed limit is 60 miles per hour. Therefore, staff reported that they should take a grab bag if a child goes missing. However, a new member of staff struggled to locate this. Any delay in locating this bag could compromise the safety of the child.
p.2
and young people since the most recent full inspection
The staff now receive regular supervisions. However, the manager has had no appraisal despite managing the home since 3 October 2017. As a result, while other forms of support have been provided, including supervisions and quality assurance visits, the manager has not benefited from an annual appraisal of his performance.
p.2
and young people since the most recent full inspection
A new cleaning schedule has been introduced. As a result, the building was clean and tidy. At the time of the inspection, there was significant damage to the building. However, this was recent and in the process of being repaired.
p.2
and young people since the most recent full inspection
Since the last inspection, there have been three allegations about the conduct of staff. The manager has taken appropriate action and referred these incidents to the relevant agencies, including Ofsted.
p.2
and young people since the most recent full inspection
One child has moved on since the last inspection. The staff supported the child‟s move. The staff visited the new placement with the child in advance of the move and arranged a leaving party. This helped to provide a positive transition for the child.
p.2
and young people since the most recent full inspection
Senior managers now undertake regular monitoring of the service. This monitoring has the potential to contribute to the improvements necessary at the home. Interim inspection report children's home: SC459168 3 Interim inspection report children's home: SC459168 4

Information about this inspection
Inspectors have looked closely at the experiences and progress of children and young people. Inspectors considered the quality of work and the differences made to the lives of children and young people. They watched how professional staff work with children and young people and each other and discussed the effectiveness of help and care provided. Wherever possible, they talked to children and young people and their families. In addition, the inspectors have tried to understand what the children's home knows about how well it is performing, how well it is doing and what difference it is making for the children and young people whom it is trying to help, protect and look after.
