The provision is inadequate
n Safeguarding is not effective. Some staff do not know how to recognise, report and record concerns about children's welfare and are not aware of the 'Prevent' duty. n The manager has not ensured the safeguarding policy is in line with the Local Safeguarding Children Board. She has failed to provide staff with training to ensure they know how to follow the procedures for reporting concerns about practice. n The quality of teaching is variable. Staff do not challenge or extend some children's learning in order for them to make the best possible progress, particularly during their self-chosen activities. In addition, self-chosen learning is interrupted by rigid routines. n Assessments and staff's observations of some children's progress are inaccurate. Staff do not collect information about every child's prior learning and some children's next steps are not matched to meet their individual learning needs.
p.1
The provision is inadequate
n Staff do not provide parents with a written summary of children's progress when they are aged between two and three years. n The manager has not monitored the impact of staff's professional development to ensure they continually improve their skills and knowledge.
p.1
It has the following strengths
n Children with special educational needs and/or disabilities (SEND) are supported to make good progress. Partnerships with parents and other professionals, such as speech and language therapists, are very positive. n Children have secure bonds with their key person. Staff are kind, nurturing and responsive to children's care needs. Inclusion is promoted and staff provide for children's specific dietary requirements.

p.2
Effectiveness of leadership and management is inadequate
Children's safety is compromised. Staff do not have sufficient training to develop a secure knowledge of the signs of potential abuse. In addition, some staff are not familiar with the Local Safeguarding Children Board guidelines, including the 'Prevent' duty and how to report concerns about staff's practice. However, children learn how to keep themselves safe. They take part in regular fire drills and learn about road safety on trips into the community. The manager completes supervision meetings with staff and regularly gathers feedback from parents to help her drive improvement forward. However, she has not carefully monitored the impact of staff's training to ensure they develop their skills to work with children. In contrast, the manager effectively monitors the progress made by children with SEND and has used funding to provide one-to-one support for them.
p.4
Quality of teaching, learning and assessment requires improvement
Staff do not use their observations of all children's learning to complete accurate assessments of their progress. This has an impact on the level of challenge during their planned activities and self-chosen learning. Older children choose to work creatively using paint with brushes and cling film. Boys begin to point out the shapes they can make. However, staff fail to recognise this and miss the opportunity to extend their mathematical skills. Other children are not given time to answer questions and lose interest in activities very quickly. On occasion, routine activities hinder children's exploration and stop them from deeply engaging in learning. Babies enjoy developing physical skills using the soft-play equipment with staff. However, other planned next steps lack challenge as they could already complete these before they started at the nursery. Staff do not provide all parents with the two-year progress check. However, they

share information verbally for children who speak English as an additional language and provide some documents in their home language.
p.4
Personal development, behaviour and welfare are inadequate
Staff's poor knowledge of safeguarding has a significant impact on children's safety. Nevertheless, babies and children show they feel safe with their key person and the whole staff team. Staff gather information about children's care needs from parents during flexible settling-in visits. Parents comment on how well staff care for their children and the 'nurturing environment in the nursery'. Children develop confidence and begin to take an active part in their own self-care. They help to prepare a healthy snack and some older children use the toilet independently. Children benefit from fresh air daily and staff promote regular exercise. Children's behaviour is positive and they are well mannered. Staff use praise regularly and support them to manage their feelings.
p.4
Outcomes for children require improvement
Children are not supported to achieve the best possible outcomes in their learning. This has an impact on the progress they make. Babies develop good social skills and show curiosity when staff engage with them. Children with SEND are supported and staff close gaps in their learning. However, some older children are not challenged enough to develop fully the skills they need to start school.
