p.2
Effectiveness of leadership and management is inadequate
The provider, who is also the manager, has an unrealistic view of what works well and what needs to improve. She is unaware of the poor teaching in the nursery. The provider does not monitor staff practice or provide them with supervision to help them develop their skills. The provider does not keep track of the quality of the delivery of the educational programme. As a result, she has failed to identify significant gaps in staff knowledge and understanding of how children learn. Safeguarding is not effective. Staff have an inadequate understanding of safeguarding issues. They do not take appropriate action when information about children's welfare is shared with them. Staff do not identify and remove hazards to children. For example, a compact-disc player is positioned on a high shelf with a dangling lead that babies can reach and, if pulled, could cause serious injury.
p.3
Quality of teaching, learning and assessment is inadequate
The quality of teaching is inadequate. Staff do not accurately assess what children know and can do. The systems used for observing and assessing children's level of development are ineffective, which affects children's progress. Staff do not plan interesting, appropriate or engaging activities for children. As a result, some children are left to their own devices for much of the time, wandering aimlessly. The activities that staff do provide are not pitched at the right level, which means children do not join in or lose interest. Staff do not interact with babies or help them with their developing language. Staff do not challenge or support children's learning to help them make sufficient progress.
p.3
Personal development, behaviour and welfare are inadequate
The provider has not ensured that the welfare requirements are met, which puts children at risk. Staff do not ensure that children have access to daily outside play. This means that children do not benefit from fresh air. Partnership with parents is inadequate. For example, parents do not know who their child's key person is or why it is important that children have appropriate clothing when they go outside. Older children have limited opportunities to develop their independence. For example, due to the layout of the building, children are escorted to the toilet as the area outside the bathroom is unsafe.
p.3
Outcomes for children are inadequate
Outcomes for children are inadequate due to significant weaknesses at this nursery. The systems used for tracking children's progress are inaccurate and, for some, incomplete. Staff are not aware of children's capabilities and what they need to learn next. Children do not make the progress they are capable of making. Staff do not provide children with support to build on what they know and can do. Staff do not prepare them well for the next stage in their learning and their move to school.
