p.3
Effectiveness of leadership and management is inadequate
The arrangements for safeguarding are not effective and children's safety is compromised. The childminder does not have an adequate understanding of the procedure to follow if she has concerns about the welfare of children in her care. She is aware of the signs and symptoms of abuse, but she does not know the appropriate professionals to contact if reporting such concerns. In addition to this, the childminder does not have a procedure to follow if an allegation is made against her or a member of her family. The childminder has failed to inform Ofsted of all adults living in the home and she has failed to notify Ofsted of a change to her name. The childminder does not keep a record of the names, home addresses and dates of birth for all of the children in her care. This has a negative impact on children's safety and welfare. The childminder has failed to maintain public liability insurance. Strategies for engaging parents in their

children's learning and development are poor and focus too much on care practices. This means parents do not know what their children are learning or how they can help them to improve. The childminder does not show capacity to improve. For example, she has failed to meet actions from her last inspection.
p.4
Quality of teaching, learning and assessment is inadequate
The childminder has a poor understanding of how to promote children's learning. She fails to identify their starting points and capabilities, and is unable to recognise or plan for children's next steps in learning. This has a negative impact on the progress children are able to make. The childminder fails to deliver planned or purposeful activities and experiences that challenge children. Her understanding of the learning and development requirements is not adequate enough to ensure that children are motivated and their individual learning needs are identified and met. Despite this, at times, the childminder interacts with children as they play. For example, she supports their enjoyment of singing with action rhymes.
p.4
Personal development, behaviour and welfare are inadequate
The weaknesses in leadership and management mean that children's safety and welfare are not assured. Nevertheless, at times, the childminder supports children's personal, social and emotional development. She encourages them to share the toys and she praises them when they do this. This helps children to develop some understanding of appropriate ways to behave. Children take part in daily activities that support their physical development. For example, the childminder provides them with daily outings. Together, they attend group activities or enjoy walks in the local community. Children develop appropriate relationships with the childminder. For example, when the childminder interacts with them, they respond positively to her. The childminder attends to children's care needs appropriately. She is aware of their personal needs and sleep requirements.
p.4
Outcomes for children are inadequate
Weaknesses in teaching mean that children do not make sufficient progress. Children do not develop the key skills they need for the next steps in their learning, including, where appropriate, starting school. The childminder has a poor understanding of how children learn and develop. This means that their individual learning needs are not being met.
