Parkview Care (Broadstairs) Limited
Monitoring visit Inspected under the social care common inspection framework
p.1
Information about this children’s home
This home is operated by a private company. It is registered to provide care and accommodation for up to three children who have social and/or emotional difficulties. There has been no registered manager in place since 12 March 2018.

This monitoring visit
This second monitoring visit was carried out following the inadequate judgement made at the full inspection on 1 and 2 August 2018, after which a restriction of accommodation notice was served. Two compliance notices, in relation to safeguarding practices and leadership and management arrangements, were also issued. Three young people were living at the home at that time. On 20 September 2018, the first monitoring visit was carried out and it was found that the compliance notice in relation to safeguarding practice had been met. Although progress had been made in relation to leadership and management arrangements, it was found that this was insufficient to meet the compliance notice, and this was extended to 21 November 2018. There were two young people living at the home at the time and it was found that the provider had complied with the restriction of accommodation notice. The purpose of this monitoring visit was to ensure that the provider had remained

compliant with the restriction of accommodation notice that expires on 2 November 2018. The inspector also examined the progress that the provider had made in relation to the compliance notice focusing on the leadership and management arrangements, the overall progress achieved, and whether the restriction of accommodation should continue. The acting manager and the responsible individual were at the home during this monitoring visit and met with the inspector. There was one young person living in the home. No young people have moved into the home since the last inspection. A Inspection report for children’s home - monitoring visit: 1256912 2 tour of the premises was conducted, and relevant records examined. The provider has complied with the restriction of accommodation notice. There is not yet a registered manager in charge of the home and it was found that the current interim management arrangements, together with a limited staff team,

are insufficient to safely and effectively manage any new admissions to the home. Changes to systems, practices and procedures aimed at improving the safety and quality of care being offered to children are yet to become embedded in the home. Despite there only being one young person in the home at present, who is well known to the staff and presenting little challenge, the inspector identified several issues that indicate ongoing inadequacies relating to his care and the running of the home. A new notice, further restricting accommodation until 1 February 2019, has therefore been issued. Ofsted will continue to monitor progress at the home and the provider’s compliance with the current notices.
