This monitoring visit

This monitoring visit was carried out following an inadequate inspection judgement made on 17 September 2018. Following the inspection, five compliance notices were made relating to the following regulations: Regulation 22: Fire precautions Regulation 8: Registered person – general requirements Regulation 12: Arrangements for the protection of children Regulation 16: Fitness of workers Regulation 17: Employment of staff A restriction of accommodation notice was served. The compliance notice in relation to fire safety was served with a completion date of 5 October 2018. Following the restriction of accommodation notice being issued, Ofsted received serious safeguarding allegations. Ofsted concluded that further protective action was required to ensure the safety of the residents, and on 12 October 2018 Ofsted suspended the centre’s registration. The purpose of this visit was to monitor compliance with the suspension notice and

to assess if all of the steps listed in the compliance notice in relation to fire safety arrangements had been met. Inspection report for residential family centre - monitoring visit: Ambient House Limited 2 The inspectors found that all of the families had moved out on 12 October 2018, and at the time of the visit no families were being accommodated. Therefore, the provider has complied with the suspension notice. The inspectors met with the responsible individual, examined records relating to fire safety arrangements and conducted a tour of the premises. The inspectors found that the systems to carry out routine checks of the premises in relation to fire safety and routine checks of fire safety equipment had not been implemented until 15 October 2018. Consequently, these steps were not met in accordance with the specified date. The responsible individual was unable to provide sufficient evidence in respect of fire

safety training for the staff team. The information presented was a training matrix which showed that three staff members had not been signed off as having completed fire safety training. No certificates had been issued to staff in relation to the online training completed, or to confirm that they had viewed and understood a DVD about fire safety. No records were made of the dates that staff had undertaken this and other training. The responsible individual contacted the inspectors following this monitoring visit and stated that she had contacted the three staff members who had not been signed off as having completed the training. She reported that two of these staff members confirmed that they had completed the training. The third stated that she had been unable to access the gateway for the online training and consequently had not completed it. The absence of a clear and recorded system to ensure every

member of staff’s completion of fire safety training is of concern. A full risk assessment of the premises has been undertaken by a person who is competent in fire safety matters. The recommendations made with an early compliance time have been addressed. Other recommendations had not reached the compliance time at the point of this monitoring visit and these remain incomplete. Ofsted will continue to monitor the progress in completing these. The fire safety policy and procedure have been reviewed and amended. Systems to carry out routine checks of the premises in relation to fire safety have been developed, although the checks had not been actioned until after the due date. Systems to carry out routine checks of the fire safety equipment have also been developed, although the checks had not been actioned until after the due date. In summary, a number of the required steps have not yet been met. Consequently,

the compliance notice in relation to fire safety is not met. While no families are currently accommodated, there is no immediate risk of harm. Ofsted will monitor progress against the steps not met in this notice at the next monitoring visit, during which the other compliance notices and the suspension notice will also be monitored.
