p.2
Effectiveness of leadership and management is inadequate
The arrangements for safeguarding are not effective. The childminder lacks knowledge of current safeguarding matters, including being alert to signs that children may be at risk of being exposed to extreme ideas. In addition, she does not understand safeguarding procedures in relation to whom to notify if an allegation is made against herself or her assistant. These two issues compromise children's safety and well-being. The safeguarding policy is not written in line with Local Safeguarding Children Board procedures. The policy does not include the correct procedures to follow if an allegation is made. The childminder does not consistently meet the adult-to-child ratios and has on occasion looked after more children than requirements allow. The childminder has not identified that she is not meeting all legal requirements. She does not place enough focus on reviewing her provision or undertaking professional development opportunities
p.4

that improve her knowledge and skills. Furthermore, the childminder has not implemented effective supervision arrangements for her assistant to ensure that the assistant understands her role and responsibilities. This has a significant impact on the quality of care and learning provided.
p.4
Quality of teaching, learning and assessment is inadequate
The childminder does not review children's progress as required between age two and three years. This means that she does not identify when children are at risk of falling behind in their development. Consequently, any early support children may require is not consistently accessed at the earliest opportunity. The childminder knows children's abilities and can explain some of their next steps for learning. However, she does not share information about children's progress with parents or discuss how they can support their children's learning at home. This hinders the progress children are making. Despite this, the childminder interacts with children in a positive way. She makes good use of opportunities to build consistently on children's language and communication skills. Toys and resources that interest children are freely available for children to access so that they can chose what they want to play with.
p.4
Personal development, behaviour and welfare are inadequate
Children's welfare is not assured. The childminder has not practised the emergency evacuation procedure with children. Therefore, children do not know what to do in an emergency, which compromises their safety. Nonetheless, the childminder provides opportunities for children to be physically active. Children enjoy playing ball games in the childminder's garden and regular trips to the local park where they can climb and balance on large fixed equipment. The childminder provides healthy well-balanced meals for children, including healthy snacks, which supports children's understanding of healthy lifestyles. Children follow simple rules and are given consistent boundaries.
p.4
Outcomes for children are inadequate
Weaknesses in teaching and learning mean that gaps in children's learning are not closing quickly enough and children do not make the progress of which they are capable. Despite this, by the time older children start school they have gained some useful skills, such as to manage their own personal hygiene and to consider the needs of each other. They count well, recognise colours and complete puzzles. Children learn how to hold pencils correctly to make marks on paper.
