p.1

The provision is inadequate

n The childminder does not ensure all statutory requirements are met. Actions that have been identified at previous inspections, have not been addressed, including the need to notify Ofsted of significant events. n The childminder's safeguarding knowledge is not sufficient. She is unaware of what to do in the event of an allegation being made and lacks understanding of possible risks to children. n The childminder does not keep children safe through effective supervision. Very young children are left unsupervised while the childminder is distracted with other tasks. n Opportunities to develop children's communication and language are often lost. The childminder does not use open-ended questioning and extend children's vocabulary and thinking. n The childminder has not developed her observation and assessment of children so that she is able to recognise their progress, understand their learning needs and plan

This means that children are not learning the difference between right and wrong.

What the setting needs to do to improve further

Inspection activities n The inspector spent the majority of time observing children. n The inspector completed a joint observation with the childminder. n The inspector spoke to the childminder at appropriate times throughout the inspection, about the arrangements for observation, assessment and planning. n The inspector sampled documentation the childminder uses to support her practice including safeguarding policies and procedures.

p.2

Effectiveness of leadership and management is inadequate

The childminder demonstrates a limited capacity to improve her practice since her last inspection. Weaknesses identified at this inspection have been identified before. This means that any improvements made following inspections are not being sustained. For example, ensuring notification to Ofsted of any significant event which is likely to affect the suitability of the childminder. Safeguarding is ineffective. The childminder does not have a sound understanding of how to fulfil her duty to prevent children being drawn into situations which put them at risk of harm. The childminder is unclear of what to do in the event of an allegation being made.

p.4

Quality of teaching, learning and assessment is inadequate

The childminder demonstrates a limited knowledge of the children in her care. As a result, she cannot be sure that children are able to achieve what is typical for their age. The childminder acknowledges that she has not completed observations and is unable to accurately identify the learning and development needs of children. Consequently, she is unable to plan effectively for the children. The childminder does not support the children to make the progress in learning and development that they should. She does not plan activities that enable children to develop communication, language and literacy skills consistently well. This also includes opportunities to improve their skills in counting, understanding and using numbers. Activities are presented with a lack of preparation and planning. The quality of teaching is ineffective. Children have a limited play experience that does not provide sufficient challenge and help them to progress in their

p.4

Personal development, behaviour and welfare are inadequate

Children are not cared for in a safe environment as young children have access to areas of the house that are unsafe. For example, children are left unsupervised to climb high barstools and feed themselves. The environment does not support children to understand how to keep themselves safe. The childminder selects toys for the children to play with. Consequently, children are not able to make their own choices from a range of play equipment. Children's behaviour is not managed consistently. As a result, more than occasionally, their lack of engagement in activities and poor behaviour leads to a disorderly environment that hinders children's learning and puts them and others at risk. The childminder keeps parents generally informed of some aspects of their child's day. However information shared by parents is not always used effectively by the childminder. For example, children's dietary preferences shared by the parents are not always

Personal development, behaviour and welfare are inadequate

implemented by the childminder. This means that food provided for the children at mealtimes is not always eaten and alternatives are not provided. The childminder does not have a sufficient knowledge to ensure that children are kept safe and that their health and welfare are promoted.

p.4

Outcomes for children are inadequate

Children do not make the best possible progress due to weaknesses in the quality of teaching. Children with English as an additional language, are not provided with the help they need to develop essential communication skills. For example, the childminder repeats individual words but rarely speaks in full sentences or allows children time to respond to her. Children's opportunities to play and explore are limited by the narrow range of resources and activities offered. Therefore, children are not well-prepared for the next steps in their learning.
