The provision is inadequate

n The childminder is not able to protect fully the children in her care. She does not have a secure understanding of the procedures to follow should she have concerns about a child in her care or should an allegation be made against herself or people living and working on the premises. n The childminder does not take all reasonable steps to ensure children are not exposed to risks. For instance, hazardous substances are accessible to children and tripping hazards on the floor pose a risk to children's safety. n The childminder does not keep a record of the names of the children being cared for on the premises and their hours of attendance. n The childminder does not monitor children's learning and development and plan activities that interest and challenge them. She is not successful in working as closely as possible with parents and/or carers. This does promote children's learning and development. n The learning environment lacks stimulation and does not enable children to take part in

Inspection activities n This inspection was carried out as a result of the risk assessment process. n The inspector observed the quality of teaching during activities indoors and assessed the impact this has on children's learning. n The inspector held a number of discussions with the childminder. She looked at relevant documentation and evidence of the suitability of persons living and working in the household. n The inspector spoke to children and the childminder's assistant during the inspection. n The inspector looked at all areas and the transport used for childcare.

p.2

Effectiveness of leadership and management is inadequate

Safeguarding is ineffective. Children's safety and welfare are not assured. Although the childminder has the knowledge to enable her to identify signs of possible abuse and neglect, she is unsure about the action to take should she have concerns. Additionally, she is not clear about what action she must take should an allegation be made against her or people living and working on the premises. Risk assessments are weak. The childminder does not identify potential risks in the home well enough to keep children safe. Harmful substances are within children's reach in the toilet area, which children access unsupervised. One of the play areas is cluttered with items on the floor. This prevents children from moving around safely and also restricts their play. The childminder does not keep a record of the times of children's attendance. Systems for the evaluation and monitoring of the provision are weak. As a result, standards have

deteriorated since the last inspection and this has an impact on the quality of care provided for children. The childminder talks to her assistant about policies and monitors his work. Procedures for the safe transporting of children in the car and for collection and supervision of children from school and on outings are appropriate.

p.3

Quality of teaching, learning and assessment is inadequate

Teaching is ineffective. The childminder does not engage children well enough. She does not consistently plan for or provide targeted activities to support children to make good progress. The childminder does not undertake observations and assessments of children's progress to identify the next steps in learning. Consequently, she does not have a secure understanding of whether children are progressing as they should for their age and stage of development. The childminder does not provide a stimulating learning environment for children. Toys and resources are not readily available for children, which limits their ability to make choices and decisions about their play. As a result, children often appear bored. For example, they wander around aimlessly and do not engage in meaningful play. The childminder does not successfully share information with parents to work with them consistently to meet children's developmental and learning needs.

p.3

Personal development, behaviour and welfare are inadequate

Children's well-being is compromised because the childminder fails to safeguard children adequately. Nonetheless, children appear to be settled with the childminder and approach her and members of her family with confidence. Children behave appropriately despite the lack of stimulating activities. The childminder has rules and boundaries for managing children's behaviour. For example, she encourages them to share and take turns and follow rules for their safety when on outings. The childminder takes effective steps to prevent the spread of infection and provides children with some opportunities to play in the fresh air.

p.3

Outcomes for children are inadequate

Children do not make adequate progress in their learning to prepare them as much as possible for school. They do not consistently engage in purposeful play and activities that challenge their learning and development fully.
