p.1

The provision is inadequate

n The provider and staff do not implement effective risk assessments to ensure children are safe. They do not take the necessary steps to make sure the premises are secure at all times. n The manager's supervision of staff is not rigorous enough. She does not quickly identify and address the weaknesses in underperforming staff, to help them to improve their skills, knowledge and the quality of their teaching. n The quality of teaching and staff interaction with children is variable. This has an impact on children's continued learning. Not all children make at least good progress from their starting points.

p.1

It has the following strengths

n The manager has worked hard to address some of the actions raised at the previous inspection. Recruitment procedures are thorough and comply with requirements. This ensures that all those who work in the nursery are suitable. n There are warm and secure attachments between the children and staff. Staff are kind and caring with the children. Children settle quickly into their chosen play when they first arrive. n Parents spoken to on the day of inspection comment how pleased they are with the nursery. They state they are regularly kept updated about their child's care and learning needs by the friendly and approachable staff.

What the setting needs to do to improve further

improve the quality of teaching so that staff fully engage children in activities and make the best use of opportunities to extend their learning, so that they make good progress. 24/11/2018

What the setting needs to do to improve further

Inspection activities n The inspection was carried out as a result of the risk assessment process. n The inspector observed the quality of teaching during activities indoors and outdoors, and assessed the impact this has on children's learning. n The inspector completed a joint observation and held discussions throughout the inspection with the nursery manager. n The inspector held a meeting with the manager. She looked at relevant documentation and evidence of the suitability of staff and association members, and evidence of the qualifications of staff working in the nursery. n The inspector spoke with staff and children during the inspection. The inspector also spoke to a small number of parents during the inspection and took account of their views.

p.2

Effectiveness of leadership and management is inadequate

The arrangements for safeguarding are ineffective. The provider does not ensure children are protected. The premises are not secure and risk assessments are not robust. The door in the baby room is not locked and unknown individuals who also use the centre are able to gain entry to where children play. That said, staff have completed a wide range of child protection training. They have a secure understanding of the procedures they must follow should they have a concern about a child in their care, or if they have concerns about a member of staff. Furthermore, staff are secure in their knowledge of the wider aspects of safeguarding children, such as protecting children from extreme views and ideas. The manager reflects on her service and oversees staff's performance by completing regular supervisions and annual appraisals. However, these are not effective to advance knowledge, skills and the quality of teaching to a

consistently good level throughout the nursery. Partnerships with other early years professionals work well to support children who need additional support.

p.3

Quality of teaching, learning and assessment requires improvement

The staff team is well qualified. However, the quality of staff's teaching, interactions and engagement with the children is not consistently good. During a painting activity in the baby room, staff do not engage and interact with all children to support their social skills and their communication and language development. Furthermore, when pre-school- room children are deeply involved in their chosen play outside, staff stop their play to bring them inside to have a snack. This means that children's continued learning opportunities are interrupted. Additionally, staff miss opportunities to extend children's learning during daily routines. Consequently, children are not supported well enough to help them learn as much as possible. That said, some staff are enthusiastic and motivate children in their play. For example, staff in the pre-school room lead a small-group time with a puppet. Children show good levels of concentration, excitedly participate and are

deeply involved. Staff support children to develop their critical-thinking skills during ball games. Children eagerly find objects to push and roll the balls.

p.3

Personal development, behaviour and welfare are inadequate

Weaknesses in safeguarding have a significant impact on children's overall safety and welfare. However, staff generally support children's understanding of healthy living. Children benefit from fresh air and exercise on a regular basis and particularly enjoy outdoor play to support their physical skills. Children follow regular handwashing routines appropriately to stop germs from spreading. Overall, children behave well. They quickly learn to share toys and take turns to support their social development.

p.3

Outcomes for children require improvement

Teaching is not sufficiently well focused to ensure all children make good progress from their starting points. However, they are learning some basic skills in readiness for school. Children and babies enjoy singing and interacting with action rhymes. Older children develop their independence skills. They pour their own drinks and serve themselves at mealtimes and help to wash their used plates and cutlery.
