Some children do not form secure emotional attachments with staff to support their care and well-being needs. n Staff do not observe, assess and track all children's learning and development consistently and effectively. p.2

Effectiveness of leadership and management is inadequate

Safeguarding is ineffective. Some staff do not have a clear understanding of child protection and wider safeguarding issues. They are not familiar with the setting's procedures to report any concerns, including allegations against a member of staff. Prompt action is not taken to minimise risks to children. For example, staff do not ensure the door to the utility room is shut securely to prevent access to children. Staff do not receive adequate supervision, support and professional development to help them improve the experiences they offer children. In addition, they do not assess and track groups of children's progress to close gaps in their development promptly. Self- evaluation is not robust enough to ensure that areas for improvement are accurately identified and promptly addressed. The provider has appropriate recruitment and vetting processes to ensure staff are suitable to work with children. She has recently made some

changes to the management team. However, these are still in the early stage and do not have an impact on the overall quality of the provision. Staff share helpful information with parents about their children's day to maintain consistency in their care.

p.3

Quality of teaching, learning and assessment is inadequate

Staff do not have a clear understanding of children's interests and needs. They do not plan stimulating opportunities to keep children fully engaged and to support their overall development. For example, staff do not adapt large-group activities to meet the needs of individual children. Therefore, some children appear restless and want to go home when they hear the doorbell ring. There are inconsistencies in the quality of teaching and learning. For instance, some staff do not know what younger children need to do next and they do not interact with them effectively to develop their skills. Older children listen to stories and sing along to nursery rhymes. They learn to use their imagination and handle different tools when exploring with sensory materials. Younger children show preference in role-play activities and often explore on their own.

p.3

Personal development, behaviour and welfare are inadequate

The weaknesses identified in the leadership and management of the nursery affect children's welfare and safety. Regular changes in the key-person system make it harder for younger children to settle. Staff do not develop strong relationships and bonds with children to support them to understand the routines or to help them feel fully secure at all times. Staff ensure children have healthy food to eat and regular outdoor activities to support their physical development. Some staff model positive behaviour for children to copy and they set clear boundaries to teach children right from wrong.

p.3

Outcomes for children are inadequate

Due to the weakness in the assessment system, children do not make the progress they are capable of in all areas of learning. For example, some children struggle to concentrate and lack the motivation to learn. Nevertheless, older children begin to express themselves and manage their self-care needs.
