p.2
Effectiveness of leadership and management is inadequate
Safeguarding is inadequate. The childminder does not know the correct procedures for dealing with concerns about children's welfare. Through discussions with the inspector she demonstrated that she does not know who to contact if she has a concern. She has not kept her safeguarding knowledge up-to-date and is not familiar with the Local Safeguarding Children Board guidance. The childminder has a weak understanding of how to manage allegations. She does not ensure that her assistants understand how to recognise and respond to children who may be at risk of harm. For instance, assistants have a poor understanding of how to recognise and protect children from radical or extreme views. They do not understand how to respond appropriately to children if they make a disclosure to them. The childminder does not follow correct procedures for checking staff suitability. She has not informed Ofsted of changes to her assistants and

has not checked that they are suitable to work with children. She allows her assistants to have unsupervised contact with children, such as changing their nappies and taking them to the toilet on their own. This compromises children's safety. The childminder does not hold a valid paediatric first-aid qualification. This is a breach of requirements. The childminder does not identify and take effective action to address weaknesses in the quality of her provision.
p.3
Quality of teaching, learning and assessment is inadequate
The childminder does not monitor children's learning successfully. She does not match her planning to the age and stage of development of the children in her care. This impacts upon children's progress. For example, the childminder fails to correctly identify what children know and can do. Through discussion she demonstrates that she does not work alongside her assistants to determine what children need to learn next. Assessments of children's progress are inaccurate, they give a poor reflection of children's capabilities so that expectations of children are unrealistic. For instance, young children are expected to match letter sounds that adults say to written letters of the alphabet displayed on posters in the garden. This activity does not match their stage of development and is too difficult for the children. The childminder and her assistants do not recognise this. Children do not engage in the activity and run aimlessly around the

garden. The childminder fails to plan suitable activities for babies. For example, babies spend time in enclosed baby walkers. They are not given adequate opportunities to develop their physical skills. Supervision meetings and professional development opportunities for staff have not been effective in raising the quality of teaching and learning.
p.3
Personal development, behaviour and welfare are inadequate
The childminder cannot ensure children's safety and welfare due to the weaknesses in safeguarding practice. For example, the childminder and her assistants do not have the knowledge and understanding to act appropriately in the event of a concern regarding children's welfare. The childminder's paediatric first-aid qualification has expired. Nevertheless she is kind, caring and attentive to children's needs. The childminder provides some opportunities for children to develop their self-care skills. For example, assistants teach children how to wash their hands themselves. Children are welcoming to visitors and are keen to talk to them. They are polite and well behaved.
p.3
Outcomes for children are inadequate
Children do not make sufficient progress in their learning and development. They are not well prepared for the next stages of their learning. There is a lack of appropriate challenge and support from the childminder. Learning experiences are not always meaningful and relevant to the age and stage of development of the children. Nevertheless children understand routines and take turns to wash their hands. Children sit in small groups, listen to stories and sing familiar songs. They begin to build relationships with others as they play with their friends.
