Staff should record information on children in a non-stigmatising way that distinguishes between fact, opinion and third party information. p.4
Recommendations
In particular, staff should ensure that they sign documentation, once read.
p.4
Recommendations
The registered person should build a strong safeguarding culture in the home where children are listened to, respected and involved in both the development of the home and decisions about the home. („Guide to the children‟s homes Inspection report children‟s home: SC476292 5 regulations including the quality standards‟, page 43, paragraph 9.8)
p.4
Recommendations
In particular, take note of children‟s views and opinions.
p.5
improvement to be good
Since the monitoring visit in August 2018, one young person has left the home. He has moved to another residential provision which is better suited to his needs.
p.5
improvement to be good
One young person remains in the home. He is making progress and is looking forward to having another young person moving in. He attends school full time and likes his teachers. The school and the home are both run by the same organisation, and the communication between teaching and care staff is reasonable.
p.5
improvement to be good
The young person‟s health needs are attended to by staff. The young person attends routine and specialist appointments and has one-to-one support from staff. He is familiar with the home‟s policies about making complaints and expressing his views and opinions. This makes the young person feel involved and valued. The young person‟s views are listened to and, at times, considered. If staff are unable to take his views into account for various reasons, they will talk to him and explain why.
p.5
improvement to be good
The young person has good relationships with staff at the home. He enjoys spending time with staff and going out to local venues and those further afield. The young person has a good day-to-day quality of life. He enjoys the activities once he gets home from school. One activity the young person enjoys is bike riding.
p.5
improvement to be good
Since the last inspection visit, there have been several staff difficulties. Some of the staff are no longer working at the home, and some have been replaced. Some staff said that they were looking forward to a time when the home is fully staffed, and the service fully resumes.
p.5
improvement to be good
Since the monitoring visit in August 2018, there have been a small number of physical interventions. Not all aspects of the physical interventions have been fully documented in the records, in particular the young person‟s views and a review by the nominated manager. This means that the registered manager has not evaluated each physical intervention or formed a view about the appropriateness of the measure.
p.5
improvement to be good
There has been a substantial turnover of staff. Some staff have left. The organisation has done well to identify staff applying from other homes and externally who may be a good fit for this home. Some staff are due to start soon. Inspection report children‟s home: SC476292 6 Staff have worked many hours to make sure that shifts are covered, and young people appropriately supervised. Comments from young people about the home and how it is operated are not always recorded. In addition, when policies are updated, staff should read and sign the document to demonstrate their understanding of the policy.
p.5
improvement to be good
With one young person in the home, supervision and monitoring in the home is more straightforward, apart from staff working many hours. There has been a willingness by staff to cover gaps, but some are beginning to question the number of shortages on the rota.
p.6
The effectiveness of leaders and managers: inadequate
The manager is now registered with Ofsted. She has completed her level 3 diploma in residential childcare and is due to start her level 5 diploma in residential childcare management.
p.6
The effectiveness of leaders and managers: inadequate
The registered manager has a strong vision and ideals for the young people in her care. She challenges local authorities to send information. She has a new deputy due to start once she has completed her induction.
p.6
The effectiveness of leaders and managers: inadequate
With changes of staff, not all staff have completed their basic training, including safeguarding. As a result, a requirement that was originally made in June 2018 and repeated in August 2018 is repeated again.
p.6
The effectiveness of leaders and managers: inadequate
Young people‟s files are not fully completed in line with regulation. A health assessment was not on the file for one young person. As a result, staff may miss essential information about the young person‟s health.
p.6
The effectiveness of leaders and managers: inadequate
The home has been through many changes over the last few months. The service has improved, but the low number of staff with a level 3 diploma in residential childcare has had an impact on the quality of care. Out of nine staff, only the registered manager, the deputy manager and one senior staff member have level 3 qualifications. Staff do not have the necessary skills in basic residential childcare to meet the children‟s overall needs.
p.6
The effectiveness of leaders and managers: inadequate
Other areas of the home have improved, including the home environment. Previous inspections in June and August 2018 had identified many areas that needed to be improved. The inspector saw improved areas, but further improvements are still needed. These include some of the fixings on furniture, a toilet seat in one of the bathrooms and a new bedroom window. This will provide a clean and well-equipped placement for the young people to enjoy.
p.6
The effectiveness of leaders and managers: inadequate
The registered manager is fully aware of the strengths and weaknesses of the home. Her current list of planned improvements is to fully improve the staff team, complete inductions and organise teams. Inspection report children‟s home: SC476292 7

Information about this inspection
Inspectors have looked closely at the experiences and progress of children and young people. Inspectors considered the quality of work and the differences made to the lives of children and young people. They watched how professional staff work with children and young people and each other and discussed the effectiveness of help and care provided. Wherever possible, they talked to children and young people and their families. In addition, the inspectors have tried to understand what the children‟s home knows about how well it is performing, how well it is doing and what difference it is making for the children and young people whom it is trying to help, protect and look after.
p.7
