p.1

The provision is inadequate

n The childminder does not ensure that systems for assessing household member's suitability are implemented in a timely manner. This compromises children's safety and welfare. n The childminder does not have appropriate public liability insurance cover which is a requirement of registration. n Children's language and communication skills are not consistently promoted, which impacts on their overall learning and development. n The childminder does not routinely or consistently assess or monitor children's learning and development. This means that children's strengths, and any areas where their progress is less than expected, is not promptly identified. As a result, children do not receive appropriate support at the earliest opportunity, compromising their future learning and development.

p.1

It has the following strengths

n The warm and welcoming environment is a strength of the setting. Children are happy and settled and enjoy a close relationship with the childminder, which promotes their emotional wellbeing.

Inspection activities n The inspector observed the quality of teaching during indoor activities. n The inspector observed and evaluated an activity with the childminder. n The inspector held discussions with the childminder. n The inspector spoke to a small selection of parents during the inspection and took account of their views. n The inspector reviewed a range of documentation. This included policies and procedures and evidence of children's learning and development.

p.2

Effectiveness of leadership and management is inadequate

Safeguarding is not effective. The childminder has not ensured that all household members suitability has been checked in a timely manner. This compromises children's safety. Despite this, the childminder demonstrates a suitable understanding of how to report safeguarding matters and is familiar with the types and signs of abuse. The childminder has taken appropriate action to address the weaknesses identified at the last visit which demonstrates a willingness to improve. However, at this inspection, not all statutory requirements were met. For example, the childminder was unable to provide evidence of public liability insurance. The childminder has an accurate picture of her own provision. However, her plans for improvement have yet to be effective.

p.3

Quality of teaching, learning and assessment is inadequate

The childminder is aware of some children's interests. However, procedures for identifying children's progress are weak. Therefore, the childminder does not have a clear understanding of all children's levels of achievement and learning styles. As a result, appropriate learning experiences are not planned and provided to support all children, to meet the next steps in their development. The completion of progress checks for children aged two- to three years is not consistent. Consequently, any early support children may require is not always identified and accessed at the earliest opportunity. This does not ensure that children are adequately prepared for school or the next stage in their learning. Children enjoy playing with the toy farm animals which helps them to learn about caring for living things. However, children's language, communication and social skills are not consistently supported or encouraged by the

childminder. This impacts on the overall progress that children make.

p.3

Personal development, behaviour and welfare are good

Care practices are good. Children have developed close relationships with the childminder, which supports their emotional well-being. Children are well behaved, happy and settled. They react positively towards, and are interested in, new children who visit for the first time. The childminder has good relationships with parents. Parents state they are happy with the provision and comment positively on the information that they receive from the childminder. The childminder ensures that the environment is warm and welcoming for children. A good range of resources are easily accessible to the children both indoors and in the garden. The childminder has developed good partnerships with other agencies such as the local authority.

p.3

Outcomes for children are inadequate

The childminder keeps up to date with relevant information and training materials from various sources. However, assessment procedures and poorly planned activities, do not currently support good learning outcomes for children. Consequently, children do not make good progress.
