The compliance notices were issued in relation to regulation 12, the protection of children standard, and regulation 13, the leadership and management standard, of the Children’s Homes (England) Regulations 2015. Inspection report children’s home: SC456959 2 Ofsted carried out an unannounced visit to the home on 2 August 2018 to monitor the actions that the provider had taken to comply with the notices. Inspection judgements

Inspection report children’s home: SC456959 4

p.4

improvement to be good

There is one child in placement who has been living in the home for just under two months. Her transition into the home was a quick transition from another home within the organisation. It is not possible to fully measure how staff have contributed to the child’s progress due to the limited time that the child has lived at the home.

p.4

improvement to be good

The child has, however, settled well in the home and has started to build positive relationships with staff. A good rapport was observed between the child and staff members during the inspection. The child said she is ‘happy living in the home’.

p.4

improvement to be good

Staff have been proactive in obtaining a school placement for the child. She is attending school supported by staff who transport her there and remain with her during the day. Consequently, she attends school regularly and is making progress in her education.

p.4

improvement to be good

Staff members spend time with the child finding out her likes and dislikes. As a result, she is engaged in activities that she enjoys such as swimming, horse riding and constructing jigsaws in the home. Participating in these activities helps her to develop new skills and build her confidence.

p.4

improvement to be good

Staff ensure that the child’s health needs are met. Any known health conditions are recorded in the health plan, and staff ensure that she attends any required medical appointments. Staff have made prompt referrals to specialist services, when required, such as the child and adolescent mental health service.

p.4

improvement to be good

The child has good opportunities to express her views. Her views are integral to the running of the home. She has been given the opportunity to personalise the home and her bedroom, which has helped her settle.

p.4

improvement to be good

Staff have a good understanding of the child’s risks and vulnerabilities. They ensure that there are risk assessments in place, which identify the child’s known risks and the actions that staff are expected to take to reduce these risks. Risk assessments are reviewed and shared with the placing authority.

p.4

improvement to be good

The chid has not gone missing from the placement. Staff have, however, ensured that there is a missing-from-home risk assessment in place, and they understand what actions they should take should the child go missing from home. All staff have had training in child sexual exploitation and understand the risks associated with this.

p.4

improvement to be good

The manager has ensured that there are more robust strategies in place for behaviour management in the home, which the staff and the child understand. Because of this, Inspection report children’s home: SC456959 5 there have been very few incidents of challenging behaviour in the home. All staff have had training in behaviour management and restraint.

p.4

improvement to be good

Staff spend time with the child, educating her on the risks associated with the internet and child sexual exploitation. This work is well planned, and staff use a good range of materials with her, to help her understand these risks.

p.5

improvement to be good

Not all staff were clear on the process that they should follow if a child makes an allegation, despite them all having completed safeguarding and advanced safeguarding training. The manager needs to ensure that staff understand their roles and responsibilities in respect of safeguarding.

p.5

improvement to be good

Professionals, including the police and social worker, were complimentary about how well staff communicate with them to ensure the child’s safety.

p.5

The effectiveness of leaders and managers: requires improvement to be good

There is a registered manager in post who is suitably experienced for the role. The registered manager is supported by a competent deputy manager who has recently taken up this post.

p.5

The effectiveness of leaders and managers: requires improvement to be good

The registered manager is also the manager of another home within the organisation. It was identified during this inspection that there are long periods of time when the registered manager is not present in this home. This does not demonstrate how she remains in day-to-day charge of the home.

p.5

The effectiveness of leaders and managers: requires improvement to be good

The home is now staffed by a more stable and consistent staff team. The manager has ensured that there are permanent staff members in post. There is less use of staff from other homes within the organisation, which has provided more stability for the child.

p.5

The effectiveness of leaders and managers: requires improvement to be good

Staff report that they are now working better as a team to ensure consistency for the child. Team meetings take place regularly and include a good range of discussion about the child and practice, as well as discussion about relevant policies and legislation.

p.5

The effectiveness of leaders and managers: requires improvement to be good

Staff feel well supported in their roles. However, not all staff have received supervision in line with the organisation’s policy. This does not ensure that staff are supported sufficiently in their roles or monitored effectively to promote good practice.

p.5

The effectiveness of leaders and managers: requires improvement to be good

Furthermore, new staff are being supervised by staff who have not yet obtained their level 3 qualification or had any supervision training, which does not ensure that staff receive support from a person with the appropriate knowledge and experience.

p.5

The effectiveness of leaders and managers: requires improvement to be good

Staff have had a high level of training since the last inspection, but there is a delay in them receiving training in some areas, such as fire safety and the supervision of staff. There continues to be a shortfall in the qualification of staff, with only three of the staff team, including the manager, having the required level 3 qualification. Information about this inspection

Inspectors have looked closely at the experiences and progress of children and young people. Inspectors considered the quality of work and the differences made to the lives of children and young people. They watched how professional staff work with children and young people and each other and discussed the effectiveness of help and care provided. Wherever possible, they talked to children and young people and their families. In addition, the inspectors have tried to understand what the children’s home knows about how well it is performing, how well it is doing and what difference it is making for the children and young people whom it is trying to help, protect and look after.

p.6
