p.1

Parkview Care (Broadstairs) Limited

Monitoring visit Inspected under the social care common inspection framework

p.1

Information about this children’s home

This home is operated by a private company. It is registered to provide care and accommodation for up to three children who have social and/or emotional difficulties.

p.1

Information about this children’s home

There has been no registered manager in place since 12 March 2018.

p.1

This monitoring visit

This monitoring visit was carried out following the inadequate judgement made at the full inspection on 1 and 2 August 2018, after which a restriction of accommodation notice was served. Two compliance notices, in relation to safeguarding practices and leadership and management arrangements, were also issued. Three young people were living at the home at that time.

p.1

This monitoring visit

The purpose of this monitoring visit was to ensure that the provider had remained compliant with the restriction of accommodation notice that expires on 2 November 2018. The inspector also examined whether the provider had met the two compliance notices, which both had a completion date of 17 September 2018.

p.1

This monitoring visit

The inspector examined the provider‘s progress against these compliance notices to inform Ofsted‘s decision on whether the restriction of accommodation notice should continue.

p.1

This monitoring visit

The acting manager and the responsible individual were at the home during this monitoring visit and met with the inspector. There were two young people living in the home. The responsible individual has given notice on the placement of one other young person, and the notice period has yet to expire. No young people have moved into the home since the last inspection. A tour of the premises was conducted, and relevant records examined. The provider has complied with the restriction of accommodation notice. p.1

Regulation 12(1)(2)(a)(i)(ii)(iii)(iv)(v)(vi)(vii)(d)

The protection of children standard is that children are protected from harm and enabled to keep themselves safe. In particular, the standard in paragraph (1) requires the registered person to ensure that staff assess whether each child is at risk of harm, taking into account information in the child‘s relevant plans, and, if necessary, make arrangements to reduce the risk of any harm to the child; understand the roles and responsibilities in relation to protecting children that are assigned to them by the registered person.

p.2

Regulation 12(1)(2)(a)(i)(ii)(iii)(iv)(v)(vi)(vii)(d)

The steps required the organisation to ensure that all staff are able to understand and assess the risks associated with young people; ensure that staff have the necessary skills to identify the signs of emerging risks; devise effective plans to manage and reduce risks to young people, and involve them in this process where possible; ensure that the plans devised address all the risks associated with each young person in the home and provide staff with purposeful guidance on how to manage and reduce these risks; ensure that all staff work constructively with young people to help them understand how to keep themselves safe; ensure that any risks that young people may pose to each other are identified and addressed in their plans.

p.2

Regulation 12(1)(2)(a)(i)(ii)(iii)(iv)(v)(vi)(vii)(d)

The organisation has provided staff with training in risk management and safer caring; bullying; signs and symptoms of abuse; and how to manage disclosures. Young people have in place clear and current risk assessments which they have contributed to. They have also helped develop new reactive plans to enable staff to consistently care for them in line with their wishes. These plans are linked to structured and responsive key-working sessions which help the young people to learn about the short- and longer-term benefits or risks of their actions.

p.2

Regulation 12(1)(2)(a)(i)(ii)(iii)(iv)(v)(vi)(vii)(d)

With regard to 12(2)(vii), the steps required the organisation to ensure that the home‘s safeguarding policy is readily accessible to all staff and provides clear guidance on staff practice and procedures to be followed in maintaining the safety, protection and well-being of the young people in their care; ensure that all staff understand and implement the safeguarding procedures operating in the home and ensure that safeguarding practice forms is promoted during the regular supervision of staff.

p.2

Regulation 12(1)(2)(a)(i)(ii)(iii)(iv)(v)(vi)(vii)(d)

The organisation now has a clear safeguarding policy, which includes a flow chart to follow regarding procedural responsibilities, a copy of which is on the office wall. Safeguarding scenarios are now discussed in staff supervision and team meetings.

p.2

Regulation 12(1)(2)(a)(i)(ii)(iii)(iv)(v)(vi)(vii)(d)

In relation to 12(2)(d), the steps required the organisation to ensure that there are reliable systems in place for the early detection of any change or deterioration in the physical environment of the home that might pose a hazard to young people in the home, and to ensure that there are reliable systems in place for prompt action to be Inspection report for children‘s home – monitoring visit: 1256912 3 taken to address such changes or deterioration.

p.2

Regulation 12(1)(2)(a)(i)(ii)(iii)(iv)(v)(vi)(vii)(d)

At this monitoring visit, the inspector toured the premises. This showed that significant improvements had been made to the home. Work has been undertaken in team meetings, to share the acting manager‘s high aspirations for the young people and to ensure that staff understand the importance of maintaining the home to the required standards of safety, cleanliness and homeliness. The acting manager has implemented daily staff checks on the young people‘s bedrooms. New soft furnishings have been purchased, and clean and tidy bedrooms are providing a safe and well-ordered space for the young people to relax in.

p.3

Regulation 13(1)(a)(b)(2)(c)(d)(e)

The steps in the compliance notice issued under regulation 13 have not been met by the organisation. It is being reissued with an extended completion date. However, some progress has been made.

p.3

Regulation 13(1)(a)(b)(2)(c)(d)(e)

During the monitoring visit on 20 September 2018, the responsible individual was unable to demonstrate that they had met all the steps as laid out in the notice. Areas not completed included implementing the home‘s new statement of purpose; fully appraising the skills, knowledge and competencies of each individual staff member, as well as the dynamics of the team as a whole; establishing a core team of staff in place at the home and undertaking a full written audit of the monitoring systems.

p.3

Regulation 13(1)(a)(b)(2)(c)(d)(e)

An action plan had been developed to aid the improvement of practices in the home. Some work towards these actions had been undertaken. The statement of purpose had been rewritten by the responsible individual with a consultant. Decisions have been taken by the home regarding the staff‘s composition with a member of staff being subject to the home‘s disciplinary process, a change of manager and recruitment was under way.

p.3

Regulation 13(1)(a)(b)(2)(c)(d)(e)

The inspector found evidence of the staff team members beginning to effectively work together in order to address the challenging behaviour of the young people and to consistently maintain appropriate boundaries and structure in the home. However, this requires further time to become culturally established.

p.3

Regulation 13(1)(a)(b)(2)(c)(d)(e)

A further period of improvement is needed to evidence that young people will not be at risk of harm in the future and therefore the restriction notice remains in place.
