A significant number of breaches of the requirements was identified at the inspection which has a negative effect on children's safety, health, welfare, learning and development. n Children's safety is not assured. The childminder often physically moves children when she wants them to do something, rather than giving them instructions. She does not ensure that the equipment that children use is safe. She does not have a suitable knowledge of wider safeguarding issues. Furthermore, she does not ensure that Ofsted is able to check the suitability of assistants that she employs. n The childminder does not promote children's good health. p.2
Effectiveness of leadership and management is inadequate
The childminder does not demonstrate that she understands or can meet all of the requirements of the early years foundation stage. Safeguarding is ineffective. At the time of the inspection, the childminder was inappropriately physically moving and lifting the children. She did not recognise she was doing this or that this behaviour is inappropriate. The childminder does not risk assess the equipment. For example, the high chair was unsafe, as the childminder did not fasten the tray and children were able to lift and slam it with no protection for their fingers. Furthermore, she did not use the harness to ensure that children were securely seated. The easel was broken and, as a result, it crashed to the floor while a child was using it. The childminder does not have a suitable understanding of how to identify wider safeguarding issues. The childminder has employed two assistants in the last few months. She has failed to notify Ofsted of their

appointment to allow checks to be undertaken to establish their suitability. The childminder does not gather and record the required information on all of the children that she cares for. All of these breaches of requirements put children at risk. Although the childminder receives support from her early years improvement officer, she does not make appropriate use of these meetings to develop her practice. The childminder does, however, maintain appropriate records when a child has an accident. She has the required insurance in place for her business.
p.4
Quality of teaching, learning and assessment is inadequate
Although the childminder is qualified and experienced, she does not demonstrate that she understands how to support children's learning and development. Teaching is poor. The childminder does not recognise what children are good at or what they need to learn next. She identifies areas of support but these do not reflect children's stage of development. The childminder fails to provide meaningful interaction to help children to learn. She rarely joins in with children's play. When she does join in with their play, she does not support their learning or ensure that all children are included. For example, the childminder had two bubble guns. She sprayed the bubbles and encouraged the children to catch them. The children quickly lost interest and two of them were keen to spray the bubbles themselves. One of the children was eventually allowed to do this. The childminder asked him to demonstrate an action with which he was already familiar. The

other child became extremely frustrated and, despite repeated attempts to 'have a go' with the bubbles, was not allowed to and was given no other support to join in with the activity. The third child had no support for learning throughout the activity.
p.4
Personal development, behaviour and welfare are inadequate
Weaknesses in leadership and management mean that children's safety and welfare are not assured. The childminder does not use appropriate methods to manage children's behaviour. She does not help children to understand that they should share or take turns with the toys. She does not support younger children when they are frustrated, for example, by ensuring they have toys to play with or diverting their attention elsewhere. She does not help children to understand her expectations, routines or to develop positive relationships with each other. The childminder does not promote children's good health. During the inspection, some children ate a large amount of unhealthy food for their snack. Other children had nothing to eat or drink for several hours. The childminder then provided an unhealthy lunch and had not catered for all of the children, so after one had started eating she suggested they share. When children are ill, the childminder

does not take appropriate action to minimise the risk of cross-infection to others. The children continued to play in the playroom after one of them had been sick and they were walking across the soiled area.
p.5
Outcomes for children are inadequate
Due to the weaknesses in teaching, children do not make progress in their learning. They do not demonstrate that they understand simple questions or instructions. Children often wander around the playroom and younger children become frustrated because they are unable to join in with activities. Children do not often speak during their play. They are talented musicians and can play familiar songs on different instruments, however, the childminder does not recognise this. Children are not developing the skills they need for their future learning.
