p.2

Effectiveness of leadership and management is inadequate

This is the childminder's second inadequate judgement. It is also the third time that enforcement notices have been issued for her failure to meet the requirements of the Early Years Foundation Stage. Improvements that the childminder has made, she has been unable to sustain. The arrangements for safeguarding are not effective. The childminder has a poor understanding of how to safeguard children. She has delayed referring her concerns to the relevant agencies and has not ensured that assistants have appropriate safeguarding knowledge. The childminder's poor organisation of her setting compromises children's safety and welfare. She does not have appropriate risk assessments in place to keep children safe. The register is not accurate and would not support the safety and welfare of children in an emergency or child protection investigation. The childminder has started to make links with the other settings children

attend. She plans to liaise with them about children's development and the topics they are learning about to help her complement children's learning.

p.4

Quality of teaching, learning and assessment is inadequate

The childminder's assessments of children's development are poor. Children are not given appropriate support and challenge so they can make progress. As a result, gaps in children's learning are increasing and the progress checks for children aged two are not effective. The childminder has a poor understanding of how to support children's communication and language skills, especially for those children who speak English as an additional language. She does not use their home language in their play, or have an understanding of how doing this will help children with their communication. Children generally enjoy their time at the setting. They have access to a satisfactory range of toys, such as dolls prams, toy cars and board games.

p.4

Personal development, behaviour and welfare are inadequate

The childminder places children's welfare and safety at risk. During the inspection the childminder left children in the insecure hall, unsupervised, while she parked her car. In addition, the childminder's poor safeguarding knowledge and practice does not keep children safe. Despite this, children behave well and listen to the childminder's instructions. The childminder provides healthy snacks and meals and attends toddler groups with the children. Older children show care and kindness towards younger children. Children settle appropriately and form suitable attachments to the childminder.

p.4

Outcomes for children are inadequate

Children make poor progress. They do not develop secure language and communication skills, especially those that speak English as an additional language. Since the last inspection children have made very little progress and gaps in their learning are not addressed quickly enough. They are not prepared for the next stage in their development. Children acquire some physical skills, such as learning to walk and washing their hands.
