Recommendations

 Statutory guidance on children who run away or go missing from home or care sets out the steps local authorities and their partners should take to prevent children from going missing and to protect them when they do go missing. Children’s homes should have regard to the relevant aspects of this guidance. (‘Guide to the children’s homes regulations including the quality standards’, page 45, paragraph 9.25) Specifically, managers and staff should have regard to paragraph 28 of this guidance, which refers to professionals taking a supportive approach when a missing child is found.

p.6

Overall experiences and progress of children and young people: inadequate

Following the notice to suspend the registration of the home being issued on 9 August 2018, arrangements were made for the children to move to alternative placements. All children left the home by 10 August 2018. The authority has complied with the restriction of accommodation notice and the notice suspending the home’s registration.

p.6

Overall experiences and progress of children and young people: inadequate

The process for informing the children that the home would be closing was well-planned. This ensured that there were sufficient numbers of staff available to support the children when they were given the news. Staff adopted a sensitive, caring approach and this enabled the children to manage their anxieties effectively.

p.6

Overall experiences and progress of children and young people: inadequate

Arrangements were made for all children to receive outreach support from staff at the home, following their moves. This ensured that the relationships the children had with the staff ended on a positive note. Staff have also been able to alert the children’s social workers to any concerns that have arisen as a result of them moving.

p.6

Overall experiences and progress of children and young people: inadequate

As there have been no children resident at the home since 10 August 2018, other aspects of practice, which were found to be inadequate at the full inspection and monitoring visit, were not examined at this inspection. The requirements and recommendation made following the monitoring visit on 7 August 2018 are therefore repeated.

p.6

How well children and young people are helped and protected: inadequate

Effective arrangements were implemented to ensure that information pertaining to the children’s vulnerabilities and associated risks were shared with the managers of their new care homes.

p.6

How well children and young people are helped and protected: inadequate

Other aspects of safeguarding and child protection practice that were found to be inadequate at the last two inspections were not examined at this inspection. Inspection report children’s home: SC037452 7

Senior managers have confirmed that a decision has not yet been made about the future of the home. Senior managers are aware that Ofsted must be kept informed of all decisions taken in respect of the home.

p.7

The staff from the home are currently undertaking training to update their skills and knowledge.

p.7

The effectiveness of leaders and managers: inadequate

p.7

Information about this inspection

Inspectors have looked closely at the experiences and progress of children and young people. Inspectors considered the quality of work and the differences made to the lives of children and young people. They watched how professional staff work with children and young people and each other and discussed the effectiveness of help and care provided. Wherever possible, they talked to children and young people and their families. In addition, the inspectors have tried to understand what the children’s home knows about how well it is performing, how well it is doing and what difference it is making for the children and young people whom it is trying to help, protect and look after.

p.7
