p.1

The provision is inadequate

n The committee and the responsible persons have failed to notify the Local Safeguarding Children Board of concerns about the safety or welfare of children. n The committee has failed to ensure all staff understand the safeguarding policies and procedures to respond in a timely and appropriate way to protect children from harm. n The committee does not keep the policies and procedures up to date and in line with the Local Safeguarding Children Board to ensure staff are alert to the risks to children. n Systems to monitor staff's performance are in progress but are not yet good enough to ensure staff understand all of their responsibilities, and to promote consistently good outcomes for children. n The quality of teaching is not consistent. Staff do not make good use of the activities to motivate children, challenge them well and support all areas of their learning effectively. This particularly applies to children's speech and language development.

p.1

It has the following strengths

n Staff provide regular outdoor play and activities to support children's physical development. They help children to learn about keeping safe in their play. n Staff undertake some professional development to improve aspects of children's experiences. For example, following training, staff now provide 'do not disturb' signs for children to leave out and then return to complete unfinished activities in their own time.

p.2

What the setting needs to do to improve further

Inspection activities n The inspector observed activities and the quality of teaching in the playrooms and outdoor play area. n The inspector sampled children's assessment records and planning documentation, and talked to children at appropriate times. n The inspector assessed the suitability of staff and discussed management's knowledge and understanding of the early years foundation stage. n The inspector took account of the views of parents. n The inspector conducted a joint observation with the manager.

p.2

Effectiveness of leadership and management is inadequate

Safeguarding is not effective. The committee has not updated the safeguarding policies and procedures to ensure they are in line with the Local Safeguarding Children Board. The committee has failed to ensure staff understand the safeguarding policies and procedures. As a result, staff are not aware of some of the risks to children, including female genital mutilation, to ensure they respond appropriately. The committee and the responsible persons have failed to notify the Local Safeguarding Children Board of concerns about children's safety or welfare. This compromises children's welfare and safety. Despite the significant weaknesses to safeguarding knowledge and practice, the new manager shows a willingness and ability to make improvements. Staff follow procedures for the safe use of mobile phones and cameras, supervise children closely and keep information confidential. The manager follows vetting procedures to ensure

staff are, and continue to be, suitable to work with children, and she understands the disqualification requirements. The manager has started to monitor the quality of staff interactions with children. However, this is not yet successful to ensure consistently good standards of teaching and to ensure children make good progress in all areas of learning. The manager has started to evaluate aspects of the provision to improve.

p.3

Quality of teaching, learning and assessment is inadequate

The quality of teaching is variable, and not all staff have high expectations of what children can achieve. Staff provide resources for children to explore and small-group sessions to involve children better, such as story and music activities. However, some staff offer children limited support and challenge in the activities and children soon lose interest and wander off. In addition, some children play without staff interaction for long periods and staff do not consistently attempt to engage these children in any discussion. This does not help these children to make good progress in their speech and language development. Other staff encourage older children to count, calculate and learn about size to build on their mathematical development. Overall, staff observe and assess children's development suitably and keep parents informed.

p.3

Personal development, behaviour and welfare are inadequate

The significant weaknesses in safeguarding does not protect children's safety and welfare. Due to weaknesses in the quality of teaching, children are not always motivated to learn. Children behave well. Staff acknowledge their achievements to support their self-esteem. Children are happy, settled and choose toys confidently for themselves. Key persons work with parents to gain an understanding of their children's needs, such as providing an 'all about me' information form and arranging regular meetings.

p.3

Outcomes for children are inadequate

Children do not all develop the skills for their future learning and some are not well prepared to move on to school. Some children make limited progress with their speech and language development and some lack motivation and challenge to fulfil their learning potential. Children enjoy a range of activities to encourage their creativity and imaginations. They learn to manage tasks independently, such as serving their snacks and washing up their plate and cup afterwards.
