Inspection report for children‘s home – monitoring visit: SC063285 1 SC063285
p.1
Educare Adolescent Services Limited
Monitoring visit Inspected under the social care common inspection framework
p.1
Information about this children’s home
The home is owned by a private company. It is registered to provide care and accommodation for up to four young people aged between 10 and 17 years old, who have social and emotional difficulties.
p.1
Information about this children’s home
The manager registered with Ofsted in 2014 and is suitably qualified.
p.1
This monitoring visit
This children‘s home was judged inadequate at the full inspection on 30 July 2018. On 3 August 2018, a notice was issued that restricted any further accommodations of young people to the home until 26 October 2018.
p.1
This monitoring visit
On 7 August 2018, Ofsted served four compliance notices. These related to shortfalls in the quality standards regarding the protection of children, leadership and management and the safe recruitment of agency members of staff.
p.1
This monitoring visit
To evaluate the progress being made by the organisation, a monitoring visit was conducted on 12 September 2018.
p.1
This monitoring visit
During the monitoring visit the registered manager was on annual leave. The home was being supported by a registered manager from another home and the responsible individual. Previously, the home has been found to have poor risk management. Since the last inspection, young people‘s risk assessments have all been reviewed and updated and have been shared with the placing authority.
p.1
This monitoring visit
It was reported during the monitoring visit that given that a restriction notice is currently in place, it has been difficult to implement aspects of one of the compliance notices relating to safeguarding. The managers were unable to provide any evidence or demonstrate their understanding of the risks and how these will be managed when another young person is admitted to the home. Inspection report for children‘s home – monitoring visit: SC063285 2 There has been a review of the home‘s policy and procedures in relation to keeping keys secure. Staff have also received training in recording skills. This means that information in respect of young people is now written in a more child-friendly way.
p.1
This monitoring visit
The inspection conducted in July 2018 found that the provider had failed to ensure that the home‘s staff had qualifications and skills to provide safe and effective care. This monitoring visit found that staff who were waiting for training in health and safety, food hygiene and first aid were now suitably qualified in these areas. However, there has been no additional training provided to staff in respect of key issues that affect young people. For example, the staff team has still not received training in understanding the risk to young people in relation to child sexual exploitation.
p.2
This monitoring visit
A range of regulatory shortfalls were identified in relation to the leadership and management standard at the last inspection. The registered manager had failed to ensure that adequate monitoring and review systems in the home were effective in identifying and addressing areas for improvement. Since the last inspection the registered manager has received regular supervision and annual appraisal. There continue to be shortfalls in the home‘s system for monitoring and review of the service. The work undertaken to date by the registered manager does not demonstrate that there is an adequate system in place to review the quality of care in the home.
p.2
This monitoring visit
Managers have previously failed to ensure that suitable recruitment checks for agency workers are undertaken. This failure to complete all necessary checks continues, and means that potentially unsuitable adults are being allowed to work in the home.
p.2
This monitoring visit
There continue to be delays in one young person accessing formal education. The young person is still not provided with a structured routine within the home.
p.2
This monitoring visit
As a result of this monitoring visit, three compliance notices have been re-issued.
