p.2

Effectiveness of leadership and management is inadequate

Safeguarding is not effective. The registered person does not have appropriate arrangements in place to demonstrate committee members' and staff's suitability. This includes recruitment procedures, enhanced Disclosure and Barring Service checks and appropriate arrangements for supervision to ensure they remain suitable for their role. Records are not available to establish if staff induction procedures and paediatric first-aid certificates are in place. In addition, the registered person does not ensure that valid public liability insurance is in place and does not display the registration certificate. She does not ensure the designated lead person for safeguarding has completed the relevant training. Some staff do not have a good knowledge of the procedures to follow should they have any concerns about a child's welfare or staff's practice. The registered person does not ensure all staff understand the risk that children accessing their personal

electronic devices pose. The manager clearly records children's attendance and knows to follow up children's non-attendance. Parents share their children's care needs and what interests them when they first attend. However, the lack of a key-person system does not build effective partnerships with parents. Staff seek teachers' views at the schools where children attend, to help provide continuity for children. Procedures for reviewing the quality of provision are not rigorous. The registered person has failed to recognise and address breaches in the requirements or identify all areas for improvement.

p.4

Quality of teaching, learning and assessment is inadequate

The registered person does not enable staff to provide a wide range of activities and resources. However, staff do make the best of the poor selection available to them. They seek the views of children to establish their interests and plan activities around these. For example, staff quickly created a general knowledge quiz which children enjoyed completing. Staff ask questions that help challenge children's knowledge of everyday events. Parents contribute what their children enjoy doing when they initially start at the holiday club. However, children's enjoyment is significantly hindered as resources are not plentiful. For example, some children chose to make masks using a selection of creative media but items, such as glue and scissors, were not available.

p.4

Personal development, behaviour and welfare are inadequate

Weaknesses in safeguarding and the ineffective key-person system have a negative impact on children's safety and emotional development. Young children are not assigned a key person, which means care is not tailored to meet their individual needs and they are not able to build a settled relationship. The registered person does not ensure that staff's paediatric first-aid certificates are available for inspection. Therefore, she cannot demonstrate how she keeps children safe in the event of an accident or injury. Staff offer appropriate support for children to keep themselves and others safe. For example, children enjoy playing outdoors and staff remind older children to be mindful of younger children as they play. The premises and resources are clean and hygienic.
