The provision is inadequate
n Children's welfare is not assured. At the time of the inspection, the childminder had not followed the correct procedures to notify Ofsted of her assistant to enable her suitability to be fully checked. She had provided incorrect information to parents that the assistant was registered with Ofsted. The childminder has also not developed effective procedures to determine the ongoing suitability of people who are in regular contact with children. n The childminder has not considered the procedures to follow in the event of a fire or emergency. She does not always complete thorough risk assessments to ensure children's safety, for instance, on outings and when they use outdoor equipment. This puts children at risk. n The childminder does not maintain required information and records for individual children, including the names and addresses of their parents, who has parental responsibility and who the child usually lives with. She does not keep a log of the days

and hours that children attend. n The childminder does not maintain a record of complaints and their outcome, as required. n More than occasionally, children are bored and engage in behaviour that hinders their learning. They are not supported to develop an understanding of why some behaviours are unacceptable. They are not prepared well for future learning. n The childminder does not use observations and assessments well enough to plan effectively for individual children who start at the setting. Teaching practice is weak. The childminder is not always responsive to the different ways in which children learn. She misses several opportunities to help children follow their own ideas in play, so they are motivated to explore.
p.1
It has the following strengths
n The childminder provides nutritious snacks and meals for children. They learn to make healthy choices.

p.2
Effectiveness of leadership and management is inadequate
Arrangements for safeguarding are ineffective. The childminder has failed to follow the correct procedures to notify Ofsted of her assistant. As a result, Ofsted have not been able to complete further checks to fully ensure her suitability. The childminder does not understand her responsibility to ensure the ongoing suitability of people who are in regular contact with children. Partnerships with parents are not strong. The childminder does not provide accurate information to parents about the roles and responsibilities of people who work at the setting, and does not maintain a record of complaints and their outcome. She does not maintain a daily record of children's hours of attendance. Self- evaluation is ineffective and does not identify all weaknesses in the provision. The childminder does not monitor her teaching practice effectively. This has resulted in breaches of the learning and development requirements of the early years foundation

stage. Her focus on professional development is in its initial stages. The childminder has identified some ways to improve her understanding of the importance of partnerships with other professionals and their shared role in helping to meet children's needs effectively. She understands who to contact should she need to refer child protection concerns.
p.4
Quality of teaching, learning and assessment is inadequate
The childminder does not use her observations effectively to assess individual children's starting points, monitor their progress or to plan experiences that help to stimulate their learning. For instance, she did not plan well enough for younger children during a group singing activity, and they exhibited disruptive behaviour resulting in interruptions to their learning. The childminder does not support older children's curiosity effectively to help them develop their creativity and to use their own ideas in play, such as when they explore play dough. She tells the children what they have to make. Children have access to a range of resources, but poor teaching practice means that these are not always used effectively to support their free play and learning. The childminder provides some opportunities for children to build on their understanding of technology. For example, older children learn to operate electronic mark-making equipment.
p.4
Personal development, behaviour and welfare are inadequate
The childminder has not planned effective procedures to ensure children's safety in the event of an emergency. Risk assessment processes are weak. This compromises children's safety. Nevertheless, overall the childminder does supervise children effectively. She does not maintain a record of all the necessary information about individual children, as required. The childminder does not support children's positive behaviour consistently and effectively. For instance, although she teaches them to use gentle hands, she does not consistently help them to understand the effects of their actions on others when they make a mistake. The childminder does not provide consistent opportunities for children to build on their self-esteem. Children enjoy some activities, such as a game of hide and seek. They build on their physical skills, for instance, as they learn to adjust their body position to share the hiding space inside a
p.4
Outcomes for children are inadequate
Children do not have consistent opportunities to build on their personal, social and emotional skills. Young children are often bored and lack motivation to explore. Older children's play is interrupted frequently and they do not develop concentration during activities. They do not have consistent opportunities to explore safely and freely. Children are not supported to make the progress of which they are capable.
