p.1
The provision is inadequate
n Leadership and management of the nursery continues to be extremely weak. This is the nursery's third consecutive inadequate judgement and there is limited capacity to improve. Persistent breaches of the statutory framework for the early year's foundation stage mean that children have not been provided with the quality of provision they are entitled to. As a result, Ofsted has decided to take steps to cancel the provider's registration. n The provider has failed to consistently meet the required staff qualification requirements over a prolonged period of time. Failure to have appropriately qualified staff has a significant negative impact on children's care, learning and development. n The quality of care and learning opportunities for children under two years continues to be weak. They have very limited opportunities to engage in age appropriate activities necessary to support their individual needs.
p.1
The provision is inadequate
n Overall, teaching continues to be ineffective. Staff lack skills in recognising and taking advantage of learning opportunities to enhance and extend learning. Most planned activities lack purpose and are delivered in an uninspiring way.
p.1
It has the following strengths
n Staff are kind and caring towards children in their care and have formed close bonds. n Children are provided with healthy and nutritious foods.
p.1
What the setting needs to do to improve further
The provision is inadequate and Ofsted intends to take enforcement action: We intend to take steps to cancel registration and will issue a Welfare Requirements Notice requiring the provider to: Due date ensure at least half of all staff working directly with the children at any time hold the required qualifications 28/09/2018

What the setting needs to do to improve further

p.2
What the setting needs to do to improve further
To meet the requirements of the early years foundation stage and Childcare Register the provider must: Due date improve the quality of teaching so that staff engage children in challenging and enjoyable planned learning experiences that help them to make good progress. 31/10/2018

She looked at relevant documentation and evidence of the suitability of staff working in the nursery. n The inspector spoke to a small number of parents during the inspection and took account of their views.
p.2
Effectiveness of leadership and management is inadequate
The arrangements for safeguarding are not effective. The provider's capacity to improve is very poor. She has repeatedly failed to ensure that she meets the requirements of the Early years foundation stage, despite previous enforcement action from Ofsted. The provider employs only one qualified member of staff, other than herself in her manager's role. This is the third time this requirement has been breached and is unacceptable. Recruitment and induction procedures have been successfully revised and mandatory child protection training has been completed. Staff understand how to report concerns they may have about children and adults in the nursery. Some of the actions raised at the last inspection and subsequent visits have been addressed. However, others continue to be a concern, specifically around the quality of care and learning opportunities for babies and the poor teaching skills of staff. The provider is beginning to monitor the

practice of her staff through observation and discussion in supervision meetings. These meetings are still very new to the provision and effective coaching of staff, to improve the quality of their teaching, is not embedded. As a result, staff's teaching practice continues to be very weak and children do not make good progress.
p.3
Quality of teaching, learning and assessment is inadequate
Children do not receive a good quality education that enables them to fulfil their full potential. The lack of qualified staff has a serious impact on the overall quality of teaching. Most members of staff demonstrate a limited understanding of child development. The quality of teaching remains weak despite receiving intensive support from the local authority. Staff do not sufficiently challenge the children to develop and extend their knowledge and skills. For example, staff use their hands to show how tall children are against a surface. They do not take the opportunity to look at and use mathematical language to support children's learning. When children show an interest in a marrow that has been cut in half, staff do not captivate their interest. Instead they indicate through facial expression that they do not like the feel of the marrow. They fail to use the opportunity to ask questions about what the children can see and feel. Staff

do not know how to plan appropriate activities and experiences which motivate children to learn. For example, a baking activity with young children consists of spooning milk into a mug that holds mixture from a packet and stirring with a spoon. The activity was inappropriate for the age range of children participating, poorly executed and lacked purpose as children were not shown the end result. Children do enjoy listening to stories and anticipating what might happen next. Two year old progress checks are now completed and discussed with parents.
p.3
Personal development, behaviour and welfare are inadequate
The lack of good quality care and learning opportunities for babies has not been sufficiently addressed. Since the last inspection the provider has been working with the babies as she has the relevant experience and qualifications. However, she spends limited time directly supporting the babies who spend most of their time in the toddler area and wander around the garden with the older children. The children are supervised, but the activities are not sufficiently planned and carried out to support and enhance their individual learning needs. Children are rarely provided with opportunities to express themselves in quieter, focused activities with staff. This does not allow them to gain confidence and ability to practice their emerging communication skills. Children are physically active and the nursery supports a healthy lifestyle. Children help to grow vegetables and enjoy watering them in the garden. Older children demonstrate their

independence. They enjoy having special tasks to complete at meal times, such as laying placemats.
p.4
Outcomes for children are inadequate
Children are not provided with appropriate, challenging and inspiring activities to meet their individual learning needs. The poor teaching practice over a prolonged period of time continues to hinder the development of children. As a result, they are not making good progress and are not properly prepared for the next stage in their education. The serious failure of the provider to meet the requirements of the early years foundation stage is detrimental, affecting the outcomes for all children in attendance.
