p.1

The provision is inadequate

n The childminder fails to demonstrate a satisfactory knowledge of safeguarding. Her procedures are not in line with Local Safeguarding Children Board Guidance as required. n Risk assessments lack rigour. The childminder has not adequately assessed risks and consequently does not effectively protect children from hazards in her home. The childminder does not give children enough guidance about how to keep themselves safe. n The childminder does not maintain regulatory records, including records for attendance, accident and medication. This compromises children's well-being. n The quality of teaching and learning is poor. The childminder does not accurately monitor children's achievements or help them make the progress of which they are capable. n The childminder does not obtain sufficient information from parents or relevant settings about the children she cares for and what she has is out of date. This weakness

p.1

The provision is inadequate

prevents the childminder tailoring her teaching to match children's needs. n The environment and activities lack stimulation and do not provide children with enough challenge or opportunities to develop their independence. n The childminder has failed to keep her knowledge up to date or raise the quality of her provision and outcomes for children. This lack of self-evaluation has a significant negative impact on the overall quality of the provision and the childminders capacity to improve.

p.1

It has the following strengths

n Children have positive relationships with the childminder and are settled in her care. n The childminder has renewed her paediatric first-aid certificate.

p.3

Effectiveness of leadership and management is inadequate

Safeguarding is not effective. The childminder has not kept her safeguarding knowledge up to date. Since the last inspection, the childminder has accessed some training, including safeguarding training. However, she does not have an up to date safeguarding policy or know the action to take in the event of a child protection concern, including who to contact. The childminder does not effectively risk assess the potential hazards in her home to keep children safe. For example, her dogs jump up on people and on furniture when excited. They do not respond to the childminder when she tries to manage them. The childminder has not considered how this potentially impacts on children's safety and wellbeing. The childminder has not made enough progress since her last inspection. She does not evaluate the quality of her provision, and she has failed to identify and address the weaknesses in her service.

p.4

Quality of teaching, learning and assessment is inadequate

The childminder does not gather enough information about the children attending to complement their learning at other settings. Consequently, she does not tailor her teaching to children's individual needs. The childminder's assessment of children's development is underdeveloped. The activities she provides do not provide challenge because they do not match children's abilities. For example, children engage in a sewing activity which helps to develop their small muscle skills. However, it does not hold their interest for very long because it is too easy. Poor organisation and a lack of planning offers minimal opportunity for children to develop their own ideas. Children communicate confidently with the childminder and she encourages this by engaging in meaningful conversation which promotes their language.

p.4

Personal development, behaviour and welfare are inadequate

The childminder does not assure children's welfare. She does not take the necessary steps to keep them safe or teach them how to keep themselves safe. For example, when children lie in the dog's bed, the childminder tells them to get out, without providing any explanation of why they should not do it. Similarly, when children stroke the dog and she growls at them, the childminder tells them not to touch the dog when she is sleeping. The childminder does not expand on this to explain the risks or encourage children to wash their hands. The childminder does not keep the required records, for example medication and attendance records, which compromises children's safety. Not all records are available for inspection.

p.4

Outcomes for children are inadequate

Children do not have opportunities to develop the skills they require for their future learning. They spend long periods not engaging in meaningful learning experiences. However, children are confident communicators and appear settled, despite attending on an occasional basis.
