This monitoring visit
On 11 July 2018, Ofsted imposed a restriction of accommodation to prevent the admission of any further children to the home. This monitoring visit was carried out to check the progress in relation to this restriction notice. The monitoring visit evidenced that one of the two steps outlined in the restriction notice had been met. The restriction notice required the registered person to ensure that there are effective leadership and management monitoring systems in place in order to monitor the home effectively. A manager is now in post who is currently in the process of becoming registered. The manager has made a positive difference. She monitors staff performance very well and has a good understanding of the home’s strengths and weaknesses. The manager is taking care to develop the staff team effectively to ensure that improvements are maintained. Staff feel supported and are confident in the manager’s approach. The manager is continuing to stabilise the staff team, and she

is working to ensure that there is better consistency for the children. Children are starting to have fewer incidents of concern. Since the last visit, all the children have had a more positive experience of living in the home. The other step in the restriction notice related to staffing. A stable staff team is needed to ensure that children are provided with good-quality care from consistent care givers. The staff team is settling down and there is less change. However, Inspection report for children’s home - monitoring visit: SC476289 2 consistency for the children has not yet been achieved as there have been changes to the team since the last visit. Additionally, more changes are planned. This monitoring visit found that the home is not yet in a position to admit any more children. The reasons are set out below: Children are still experiencing inconsistency from staff. Staff changes have continued and there is a reliance on agency staff to

provide care to the children. Since the last monitoring visit, three new members of staff have come into post and two of these are agency staff. Another new member of staff is planned for the home and recruitment continues. Staff are motivated and willing to do extra hours in order to help the children. Staff still report that they regularly have to stay up late into the night to get their jobs done. Extra pressure on their time comes from the need to complete training to become suitably qualified. Staff report that there are not enough hours to do this alongside their care role at the moment. Staff continue to be under a lot of pressure. There is a risk of staff having time off ill or leaving the service. Staff interviewed agreed that it is too early to accommodate any more children. This view was also shared by the manager. The home is not yet ready to admit more children because the staff team is not yet
