Information about this children’s home

This children’s home is owned by a large national provider. It is registered to provide care and accommodation for up to two children and young people who have experienced adverse childhood experiences which have led to associated trauma and complex behaviours. The home offers short-, medium- and long-term placements for children and young people. The current manager was registered with Ofsted on 7 January 2018.

This monitoring visit

At the full inspection on 24 July 2018, the home was judged inadequate. This related to regulation 12, the protection of children standard, of the Children’s Homes (England) Regulations 2015.

This monitoring visit

Ofsted carried out an unannounced visit to the home on 28 August 2018. The purpose of this visit was to evaluate the progress made by the registered provider in meeting the compliance notice.

p.1

This monitoring visit

The protection of children compliance notice required the provider to ensure that when children move into the home they have fully considered the needs of the individual child and the effect on any other children in placement. This process also includes making sure that risk assessments are detailed, monitored and reviewed, and that staff understand their roles and responsibilities in taking appropriate action to safeguard children and young people.

This monitoring visit

At the time of the monitoring visit, there were no children living at the home. However, the inspector found that the registered provider had implemented a detailed improvement plan, with clear timescales in place. The provider and manager have amended the initial impact and risk assessment process that is completed prior to a child moving into the home. However, the new process has not Inspection report for children’s home - monitoring visit: SC457506 2 yet been tested, as the home has not taken any new admissions. However, when the new process is in place it should support the manager in obtaining as much information as possible on individual children and their care needs. This should contribute to overall effective matching and care planning, to help meet the children’s needs.

p.1

This monitoring visit

Additional training for all staff in a range of safeguarding areas has been completed. This has included the organisation’s safeguarding procedures, risk assessments and management of risk, substance misuse and the safe administration and recording of medication. Further training is planned to be completed by 7 September 2018, including external training on county lines and safeguarding by the designated officer. The provider has given an undertaking that no children will be admitted to the home until the planned training has been completed.

p.2

This monitoring visit

The provider has completed the requirement of the compliance notice. This being the case, Ofsted does not plan to take any further enforcement action. However, a further unannounced inspection will be undertaken to assess how well these improvements have been embedded in practice to improve quality of care and outcomes for children.
