p.1
The provision is inadequate
n The childminder has failed to meet actions raised at previous inspection. Further weaknesses have been identified. For example, the childminder does not have a policy in place for the use of mobile phones and cameras in the setting. These weaknesses put children's welfare at risk. n The childminder has not developed an up-to-date knowledge and understanding of safeguarding issues, despite this weakness being raised at the last inspection. She is not aware of the 'Prevent' duty guidance, including how to recognise indicators of extreme views and behaviours. This puts children's welfare at further risk. n The childminder does not actively support her professional development to help improve her teaching practice and outcomes for children. n The childminder does not use observations and assessments effectively to plan suitably challenging learning experiences. Children do not make progress of which they are

p.2
Effectiveness of leadership and management is inadequate
Arrangements for safeguarding are ineffective. The childminder is not aware of the need to include the use of mobile phones and cameras in her policy. Household members use their mobile phones in the presence of children. This significantly compromises children's safety and welfare. The childminder lacks an understanding of the signs that might indicate a child is at risk of being exposed to extreme views and behaviours. This puts children's safety at further risk. However, she does have some knowledge of what to notify Ofsted and how to report child protection concerns. Although the childminder follows some risk assessment procedures, she has inadequate understanding of her responsibility to keep children safe overall. The childminder shows little capacity to improve. She does not accurately evaluate the quality of the provision to identify all weaknesses, including training gaps in safeguarding and teaching. This has a negative

impact on children's personal welfare and learning outcomes.
p.3
Quality of teaching, learning and assessment is inadequate
The quality of teaching has deteriorated since the last inspection, partly due to lack of continuous professional development. The childminder does not use the knowledge gained from observations and assessments effectively to plan suitably challenging activities for the children. For example, she prepares a messy play activity without much careful thought. The activity lacks imagination and the resources she provides are limited. As a result, the activity fails to capture children's interest and they quickly become bored. On other occasions, the childminder does not build on children's interest in throwing and catching balls, so their learning is lost. This limits children's learning overall. Despite this, children have some opportunities to develop their communication skills. The childminder reads age-appropriate books to children and sings nursery songs.
p.3
Personal development, behaviour and welfare are inadequate
The weaknesses in leadership and management have a significant impact on children's welfare. This is because the childminder has insufficient knowledge and understanding of how to keep children safe. However, the childminder models positive language to help children to behave appropriately. She praises children's achievements and efforts to help them settle in her care. The childminder supervises children accordingly and forms close relationships with them, which support their emotional well-being. Children have some opportunities to develop their social and physical skills, such as during outings.
p.3
Outcomes for children are inadequate
Overall, children's play experiences lack suitable levels of variation to keep them motivated to learn. They do not receive sufficient challenge to raise their confidence in what they know and can do. Children do not gain all the skills that they need in preparation for the next stage in their learning. However, younger children are learning to do things that support their independence skills. For example, they fetch their own water bottle and feed themselves at mealtimes.
