Inspection report for children’s home - monitoring visit: SC363391 1 SC363391

p.1

Broadwood Education Services

Monitoring visit Inspected under the social care common inspection framework

p.1

Information about this children’s home

The home is registered to provide care and accommodation for up to four children. It is owned by a national provider of education and care services.

p.1

Information about this children’s home

There has been no registered manager of this home since 30 November 2017. The current manager has submitted an application to register with Ofsted, and the fit person assessment is imminent.

p.1

This monitoring visit

The purpose of this visit was to monitor the home’s progress following the previous inspection when the home was judged to be inadequate. The visit involved monitoring performance against three compliance notices: Regulation 6: the quality and purpose of care standard; Regulation 12: the protection of children standard; and Regulation 13: the leadership and management standard. In addition, a restriction of accommodation notice was served.

p.1

This monitoring visit

Following the previous inspection, arrangements were swiftly made to move one child out to a new home. This provided the team with a period of calm and presented an opportunity for some intensive work with the one child who remains living at the home.

p.1

This monitoring visit

This child now receives good-quality individualised care. The team has made some impressive gains for him in a short space of time. He is generally calm and has not been involved in any concerning incidents. The team can engage him and has established a bedtime routine. This involves ensuring that his personal hygiene is good. Team members read to him at night and this ensures that he settles. The manager has devised a creative system to expand the child’s diet by encouraging him in a positive way to try new foods. He is now attending school and has joined Inspection report for children’s home - monitoring visit: SC363391 2 the local army cadets. Documentation related to his care has been updated to reflect this more productive approach to care giving.

p.1

This monitoring visit

The manager has made very good use of this less frenetic time. She has worked intensively to create new systems and to engage and develop her staff team. She is a highly skilled individual, and her endeavours as a strong leader are now apparent.

p.2

This monitoring visit

The home has been refurbished, and the environment is clean, in a good state of repair and homely. The child receives daily help to keep his room tidy. Staff are sensitive to his wishes in relation to some of his possessions and have an appropriate plan to develop his ability to keep his room in an acceptable state. The plan takes account of the child’s history and previous negative experiences.

p.2

This monitoring visit

The approach to managing safeguarding concerns has developed considerably. The three recorded concerns that have occurred since the full inspection have been well thought through and managed in a way that ensures that no aspects have gone unchecked.

p.2

This monitoring visit

The manager has devised a system to help her to identify early problems that may arise in the future because of poor compatibility between children. The home is currently restricted and only one child is permitted to reside here. Some very solid progress has been made since the full inspection. The compliance notices are met. However, the restriction notice remains in place in order to offer the manager further time to develop her staff team, to cement the relationship with the child and to embed the positive changes made. The remaining requirements and recommendations will be assessed at future inspections.

Recommendations

 When a child returns to the home after being missing from care or away from the home without permission, the responsible local authority must provide an opportunity for the child to have an independent return home interview. Homes should take account of information provided by such interviews when assessing risks and putting arrangements in place to protect each child. (‘Guide to the children’s homes regulations including the quality standards’, page 45, paragraph 9.30)  As set out in regulations 31–33, the registered person is responsible for maintaining good employment practice. They must ensure that recruitment, supervision and performance management of staff safeguard children and minimise potential risks to them. (‘Guide to the children’s homes regulations including the quality standards’, page 61, paragraph 13.1) This relates specifically to ensuring that staff members with a conviction or caution on their Disclosure and Barring Service (DBS) certificate are
