p.1
Information about this children’s home
This home is registered to provide care and accommodation for one child or young person who has emotional and/or behavioural difficulties. The current admission criteria are that the home is for children who have experienced serious behavioural, emotional and/or social difficulties and who require high levels of support in a smaller, more structured environment to ensure that their needs are met.
p.1
Information about this children’s home
The home is part of a large private organisation.
p.1
Information about this children’s home
There were no children living in the home at the monitoring visit.
p.1
This monitoring visit
This children’s home was judged inadequate at the full inspection on 26 June 2018. Following this inspection, Ofsted issued the provider with two compliance notices under section 22A of the Care Standards Act 2000. The compliance notices were issued in relation to regulation 12, the protection of children standard, and regulation 13, the leadership and management standard, of the Children’s Homes (England) Regulations 2015.
p.1
This monitoring visit
Ofsted carried out an unannounced visit to the home on 2 August 2018 to monitor the actions that the provider has taken to comply with the notices. There were no children in placement at the time of the monitoring visit. A child had been moved to another placement three days before the visit
p.1
This monitoring visit
The leadership and management compliance notice required the provider to demonstrate that the home has sufficient staff to meet the individual needs of each child and provide continuity of care.
p.1
This monitoring visit
The manager has recruited some staff since the last inspection. There is still one Inspection report for children’s home - monitoring visit: SC456959 2 vacancy in the home. Staff from other homes in the organisation are still being used to cover this vacant post. However, since the last inspection the number of additional staff being used has significantly reduced. The manager has taken action to ensure that there are now more permanent staff in post who cover the shortfalls in the roster. This improved the continuity of care for the child.
p.1
This monitoring visit
The manager has introduced some new files with key information for staff who are not based in the home. These files include information about the child, the child’s risks and vulnerabilities and behaviour management strategies. Before the start a shift, the manager will ensure that these are read by staff. This will help staff understand the child’s needs and any actions they are expected to follow to manage any known risks or behaviour. As a result, any child accommodated in the home will receive a more consistent approach from staff.
p.2
This monitoring visit
During the monitoring visit, a shortfall was identified in the qualification of staff. Currently, only two members of staff, including the manager, have the required level 3 childcare qualification. The deputy manager and team leader do not have this qualification. This means that children are not looked after by staff with the relevant qualifications and that the person deputising in the manager’s absence does not have the required qualification.
p.2
This monitoring visit
The protection of children compliance notice required the provider to ensure that the home’s day-to-day care of children is arranged and delivered so as to keep the children safe from harm. In addition, the provider is required to take action to ensure that appropriate strategies are in place for staff to follow to minimise risks and ensure the safety and well-being of the children.
p.2
This monitoring visit
The manager had put in place new individual crisis risk management plans. These plans included clear guidance for staff to follow to manage the child’s known risks and behaviours. The manager took action to ensure that all staff understand these plans and discussed them during a group supervision. A workshop on risk assessments has also taken place.
p.2
This monitoring visit
Staff have now completed training to support them to manage children’s behaviour more effectively. All staff have completed training in behaviour management and de- escalation, building resilience and attachment. Training has been discussed in team meetings to ensure that staff understand the training provided.
p.2
This monitoring visit
The manager has taken action to ensure that there are clear strategies in place to promote positive behaviour. For example, children do not receive their pocket money until they have tidied their bedroom. Reward charts are more effective and are reviewed weekly. There is now a good balance between encouraging positive behaviour and showing that there are consequences for poor behaviour.
p.2
This monitoring visit
Since the last inspection, there had been a marked improvement in the child’s overall engagement with staff. There had been no notifications about behaviour Inspection report for children’s home - monitoring visit: SC456959 3 management or requests for police assistance to manage the child’s behaviour. Restraint practice had reduced significantly. Furthermore, there had been no incidents of a child being missing from the home and so concerns about child sexual exploitation had reduced.
p.2
This monitoring visit
The provider has demonstrated at this visit that they have taken the necessary steps to ensure that the compliance notices issued under regulations 12 and 13 are met. Ofsted does not plan to take any further enforcement action. A further unannounced inspection will take place to continue to monitor the quality of care provided.
