p.1

The provision is inadequate

n Some managers who have responsibility for safeguarding children do not understand the role of outside agencies. This means that they are not aware of the correct procedures to follow if there is a concern about a child. In addition, they are not able to provide appropriate support to staff when needed. n Staff do not manage children's behaviour effectively or consistently. This means that children do not learn about how their behaviour affects others and activities become disrupted at times. n Some activities lack purpose and resources are not always age appropriate or stimulating for the children attending. At times, children become bored or disruptive due to the lack of challenge and stimulation. n Managers have failed to identify that assessments of children's progress are inaccurate. Therefore, they have not addressed this weak practice to support staff and to ensure children are making the best possible progress.

What the setting needs to do to improve further

p.2

Effectiveness of leadership and management is inadequate

Safeguarding is ineffective. Since the last inspection there has been a drive to ensure staff are clear about the process to follow in the event of an allegation being made against a member of staff. However, the designated lead for safeguarding lacks knowledge of whom to contact if there is a concern about a child. Managers have failed to ensure that staff are assessing children's progress accurately. This means that they do not intervene to guide and coach staff appropriately. In addition, plans for children's progress underestimate what some children are capable of. Parents spoken to raise concerns about the lack of behaviour management and the impact this has on their children. The new manager has made improvements to the way staff communicate with parents. This includes regular newsletters, feedback forms and daily discussions.

p.3

Quality of teaching, learning and assessment is inadequate

The quality of teaching continues to be weak. Younger children, such as two-year-olds, become bored and disruptive at times. This is because staff fail to identify their interests and offer them challenge. At times, children turn to visitors for interaction and to play as they are not getting the encouragement they need from staff. Staff do not make the most of opportunities to challenge children's thinking or focus on their interests to fully support their learning. For example, during creative activities, conversations are limited and children lose interest. The inconsistencies in the quality of teaching mean that children do not reach their full potential. As staff do not assess children's progress accurately, they do not plan activities which fully promote and extend their learning.

p.3

Personal development, behaviour and welfare are inadequate

The inspection was conducted during the summer holidays when there were few children present. Children were settled and appeared comfortable with the adults caring for them. However, there are times when staff do not provide consistent messages about their expectations of children's behaviour. There have been a significant number of incidents at the setting when children's behaviour has been challenging and staff do not appear to be managing this well. As a result, some children become disruptive and do not learn that their actions affect the people around them. This means that they are not prepared well for school and has an impact on their social development. Overall, staff encourage children to be independent, such as during mealtimes and when trying on dressing-up clothes.

p.3

Outcomes for children are inadequate

Children are very friendly and greet visitors with enthusiasm and confidence. Staff arrange activities, such as sticking and gluing, but older children become bored as they are not provided with sufficient levels of challenge to stimulate their thoughts. The resources available to older children are not age appropriate and are more suitable to younger children. This means that older children do not receive challenge and stimulation to enable them to make good levels of progress in readiness for starting school.
