Inspection report for children’s home - monitoring visit: SC463386 1 SC463386

p.1

Rushcliffe Specialist Schools (Mickleover) Ltd

Inspected under the social care common inspection framework

p.1

Information about this children’s home

The home provides care and accommodation for children and young people who have autism spectrum disorder and associated communication and behavioural difficulties. It is registered for 24 children and provides care for children living at the home for 38 or 52 weeks a year. The purpose-built building is split into several lodges. It is owned and operated by a private company. There is a school on-site. All children are on-roll at the school and some may attend external educational provision. At the time of this monitoring visit, five children were on-roll.

Information about this children’s home

The registered manager has recently left his post.

p.1

This monitoring visit

This monitoring visit was carried out following an inadequate judgement made at the full inspection on 15 and 16 May 2018. As a result of that inspection, compliance notices were served to address regulatory breaches in respect of the protection of children standard and the leadership and management standard.

p.1

This monitoring visit

This monitoring visit was carried out to review the actions taken by the registered provider to address the breaches in regulation.

p.1

This monitoring visit

The protection of children standard: the visit found that one step in this compliance notice had been met. Staff now understand their responsibilities in relation to the home’s whistleblowing policy. The updated policy has been disseminated to all staff and training has been provided.

p.1

This monitoring visit

Two further steps have not been met in full. These steps relate to ensuring that all staff understand how to implement the home’s child protection policies, and ensuring that all staff members have the ability to identify what potential poor Inspection report for children’s home - monitoring visit: SC463386 2 safeguarding practice is.

p.1

This monitoring visit

Safeguarding policies have been updated and shared with staff. Training is in progress. However, there was little evidence that the updated safeguarding policies and training were being explored with staff individually in staff supervision. Supervision is not happening regularly and it is not reflective. There have also been further incidents of poor practice since the compliance notice was served. Managers have not yet embedded clear expectations regarding staff conduct. They intend to do this through regular, good-quality supervision and team meetings.

p.2

This monitoring visit

There has been insufficient time for managers to ensure that staff fully understand what constitutes poor safeguarding practice. Risk assessment and the recording of risks, needs and vulnerabilities require further development. There has been an incident where staffing ratios were changed for one young person without there being a clear rationale, or consultation with key parties.

p.2

This monitoring visit

A compliance notice in relation to the protection of children will be reissued.

p.2

This monitoring visit

Leadership and management: this compliance notice is met. While there are shortfalls in the supervision of staff, this is also recognised in the protection of children compliance notice. Managers are actively addressing this.

p.2

This monitoring visit

The provider has arranged for a management mentor to be available to the acting manager on a full-time basis. This consists of daily debriefing and regular supervision. In addition, the responsible individual will be implementing a management development plan for the acting manager.

p.2

This monitoring visit

Consultation with young people has improved and they report feeling that they are listened to most of the time. Pastoral support is being provided for all young people through a trained counsellor who works within the school setting.

p.2

This monitoring visit

Families are receiving weekly updates, alongside appropriate communication when there are significant incidents.

p.2

This monitoring visit

Management monitoring of the home has been strengthened. The acting manager is working with the mentor to address the shortfalls identified at the full inspection. Training for staff is in progress. Staffing needs are being considered appropriately, including recognition that staff cannot be both on shift and on training. Shortfalls in staff practice are being responded to appropriately.
