Inspection report for children’s home - monitoring visit: SC456330 1 SC456330

p.1

Cambian Childcare Ltd

Monitoring visit Inspected under the social care common inspection framework

p.1

Information about this children’s home

A private company owns and operates this children’s home. The home provides long-term care for up to four children aged between 11 and 18. The registered manager resigned with effect from 22 June 2018. The manager’s post is currently vacant.

p.1

This monitoring visit

This children’s home was judged as inadequate at the full inspection on 24 and 25 May 2018. Six breaches of regulation were identified. Two of these breaches resulted in compliance notices being served. The notices related to the protection of children standard and the leadership and management standard.

p.1

This monitoring visit

This monitoring visit was undertaken on 6 July 2018. The visit established that the provider has met the steps detailed in the compliance notices. Ofsted has not made a new full inspection judgement because, although children were accommodated since the last inspection, there were no children placed at the home at the time of the monitoring visit and the staff team had been temporarily redeployed. Consequently, the organisation has not yet been able to show that its actions have had a significant impact in achieving clear and sustainable progress.

p.1

This monitoring visit

The organisation has undertaken a staffing review, which identified shortfalls in relation to the staff’s skills and knowledge. The staff have all completed a self- assessment tool. This process has identified areas for individual members of staff that require further support and training. Five days of training, provided by the organisation and a child and adolescent mental health services (CAMHS) practitioner, have been specifically directed to include learning from the serious incidents that were raised as a concern at the full inspection. The use of recent practice scenarios provides the staff with reflection and learning opportunities. Focused training has helped to develop the staff’s understanding and knowledge of risk management. The training provided clear direction in how to assess risks and use risk assessments to Inspection report for children’s home - monitoring visit: SC456330 2 safeguard children. This training supports the staff to consider their previous actions

and equips them to reduce the risks for children.

p.2

This monitoring visit

A recent allegation that was made by a child has been managed properly and demonstrates that staff have followed the steps and safeguarding procedures defined in the home’s safeguarding policy.

p.2

This monitoring visit

The registered manager had failed to monitor incidents properly and act on concerns. The monitoring of the home’s records and incidents was superficial and ineffective. Errors were not identified and the staff were not held to account. New systems of monitoring and management spot checks have been devised to ensure that incidents and practice are monitored more effectively.

p.2

This monitoring visit

The deployment of staff, management of all tasks and supervision of the children on each shift have been reviewed. Clear expectations of the staff have been communicated through regular meetings and focused training days. The staff have all undertaken basic training in regard to all elements of their practice and their areas of responsibility. This is to ensure that the children’s home runs safely.

p.2

This monitoring visit

There were four requirements raised at the full inspection that were not subject to compliance notices, and these are all met. Fire doors have been repaired and the monitoring of these has been given better priority. There is now a policy of no smoking at all on site. Since the last inspection, children have successfully attended their health appointments. The staff have been trained in therapeutic parenting to support positive behaviour management. There is a risk assessment for any locked areas at the home, which specifies the clear criteria for locking any door.

p.2

This monitoring visit

The registered manager has left. She gave notice prior to the full inspection taking place. The organisation is looking to make an external appointment to the vacant post and has a recruitment campaign underway. The appointment of a manager has been raised as a requirement.
