Inspection report for children’s home - monitoring visit: SC063767 1 SC063767

p.1

New Forest Care Ltd

Monitoring visit Inspected under the social care common inspection framework

p.1

Information about this children’s home

The home provides care and accommodation for up to four children. The statement of purpose states that the home specialises in the treatment of more challenging children who pose a specific risk to themselves and/or the community, whose placements elsewhere have broken down, or who are at risk of permanent exclusion.

p.1

Information about this children’s home

The manager has been registered with Ofsted since March 2017.

p.1

This monitoring visit

A compliance notice in relation to regulation 35 (3)(a)(c) was re-issued on 6 June 2018 following the full inspection on 23 and 24 May 2018 which found that the provider had failed to comply with a previous notice issued against the same regulations.

p.1

This monitoring visit

This monitoring visit was completed on 5 July 2018 to assess the provider’s compliance with this notice. Steps were identified by Ofsted, all of which have been complied with as set out below.

p.1

This monitoring visit

Step one : ensure that all records of restraint made are complete (with reference to the detail required by regulation 35 (3)(a)) and contain sufficient description to enable the incident to be explained effectively.

p.1

This monitoring visit

Staff have managed the only two such incidents in the home well since the last visit. Records provide evidence of what staff did and the variety of strategies used to support the child to calm and de-escalate behaviour. Records are detailed and well written with clarity of what occurred prior, during and post incident. The description and detail in these records allows others to gain a full understanding of the incident and how staff supported children. Managers can effectively review and evaluate the incident. Inspection report for children’s home - monitoring visit: SC063767 2 Step two : ensure that there is a system in place which promptly identifies when a written record required under regulation 35 (3)(a) is incomplete and enables the deficiency to be rectified.

p.1

This monitoring visit

Staff use visual prompt sheets which detail the expectations for reporting and recording incidents. They record incidents electronically, which automatically creates prompts and tasks for a manager to review. The system enables all managers to review incidents, avoiding delay. Managers review and evaluate records, identifying patterns, trends or areas that require amendment and review. Staff engage in a detailed debrief process which explores their response to behaviours and reviews the effectiveness of each de-escalation strategy and intervention used. Staff reflect and review their practice after each incident.

p.2

This monitoring visit

Step three : review and revise the behaviour management policy so that there is a mechanism in place to ensure that records of incidents of restraint are made within the required 24 hours and that a failure to record an incident within the 24 hours required by regulation 35 (3) is identified and rectified.

p.2

This monitoring visit

Senior leaders and managers have reviewed the behaviour management policy and procedure. The policy details the expectations for staff to follow the home’s preferred behaviour management approach, apply a reward system to celebrate positive behaviour and achievements and the timescales and process for recording incidents. Managers have shared and reviewed the policy with shift leaders in supervision. They have clarified the detail of the policy and procedure and staff roles and responsibilities. Managers plan to share the policy with the wider staff team in a team meeting and with each member of staff in supervision. Staff follow the visual prompt sheets which are displayed in the staff areas.

p.2

This monitoring visit

Step four : put in place a system which ensures that all children who have been subject to a measure of restraint have been spoken to within the timeframe required by regulation 35 (3)(c) about the incident and that feedback from the children is considered in the review of the behaviour management policy.

p.2

This monitoring visit

Children are given several opportunities to share and explore their views and feelings with staff after an incident. Records evidence that children speak with staff post incident and speak with staff at other opportunities. Staff offer one-to-one sessions that allow children to explore the triggers and responses in a structured, safe way. Children have been able to review their behaviour and consider how to change their responses. Staff ensure that they ask ‘how the child felt about the measure’ and about any concerns or worries they have. The records provide evidence of good-quality debrief with children which has a positive impact on their understanding of their behaviour and its cause.

p.2

This monitoring visit

The evidence reviewed found that the home has taken sufficient action to meet the steps as detailed in the compliance notice.
