This provision is inadequate
The provider does not ensure children are safe. Recruitment and vetting procedures are not effective. Staff do not understand their safeguarding responsibilities and do not recognise when to take action to keep children safe. The premises are not secure and staff do not take effective action to identify and minimise risks. The provider does not ensure there are enough staff working with the children. Staff are not effectively deployed to keep children safe and the key-person system is ineffective. The provider fails to monitor staff practice and does not provide effective coaching and support. She has not identified significant weaknesses in staff practice that have an impact on children's safety and well-being. This puts children at risk. Staff do not ensure children are adequately protected when playing in the sun. They do not recognise the importance of making drinks available at all times during hot weather.
p.1
This provision is inadequate
Staff fail to teach children how to manage their behaviour. Poor supervision of the children results in unwanted behaviour going unnoticed and unchallenged. This does not teach children appropriate social skills. Staff do not effectively track children's learning and development. They fail to identify and address gaps in children's learning, and do not get help for children who have SEN and/or disabilities. This significantly restricts children's learning.

Inspection activities
The inspector observed the children in the main playrooms and garden. The inspector spoke with the provider, staff and children at appropriate times during the inspection. The inspector sampled documents, including staff suitability records, safeguarding policies and procedures, and children's files. The inspector took into account parents' feedback.
p.3
Effectiveness of the leadership and management is inadequate
Safeguarding is ineffective. The provider does not ensure that the nursery is secure. For example, the inspector was able to gain easy access into the main play areas, without being challenged. The provider does not follow safe recruitment procedures, ensuring staff are suitable to work with the children. In addition, she regularly uses agency staff, who are left alone with children, without checking their suitability. The provider does not maintain suitable ratios and staff are ineffectively deployed. All of this puts the children at significant risk of harm. Staff do not understand the signs and symptoms of child protection issues and the 'Prevent' duty. The provider and staff are unable to highlight the risks to children. Daily safety checks are not robust. The play areas and some resources used by children are unsafe.
p.4
Quality of teaching, learning and assessment is inadequate
Staff fail to monitor children's progress and do not identify gaps in learning. They do not understand how to provide challenging activities to reflect children's individual learning needs. Interactions are poor and do not extend children's learning. Staff lack skills to extend children's language effectively. There are resources available for children to use that promote their physical skills. However, the lack of encouragement and supervision by staff means that older children are not challenged and younger children are not safe. The key-person system is ineffective and does not support each child's needs. Staff do not identify children who have SEN and/or disabilities and, as a result, do not get targeted support for them. The provider does not effectively identify weaknesses in teaching and does not support staff to improve their knowledge or skills.
p.4
Personal development, behaviour and welfare are inadequate
The playrooms and garden used by the children are not safe, putting their welfare at risk. There are broken toys, as well as broken shed windows and fence panels. Staff do not supervise young children when they use the climbing equipment. Children are at risk of injury due to poor deployment of staff. Staff do not supervise young children appropriately, and poor, sometimes aggressive, behaviour goes unnoticed. Children do not learn what behaviour is acceptable. Staff do not safeguard children's health when playing outside. During the inspection, children playing outside for extended periods in the hot sun were unprotected. In addition, drinks were not readily available to toddlers. This does not support their health.
p.4
Outcomes for children are inadequate
Children do not make good enough progress. They do not gain the academic and emotional skills needed for their move to school. Children do not receive any meaningful support and any learning that takes place is incidental. Children frequently become bored and restless. During large-group activities, babies do not have access to resources that are educationally suitable for their learning.
