This provision is inadequate
The childminder has failed to notify Ofsted of all changes to assistants working on the premises. Required suitability checks have not been completed on one long-term assistant. Furthermore, assistants who have sole charge of children do not hold valid paediatric first-aid qualifications. This significantly compromises children's welfare. The childminder has failed to ensure that she meets the statutory requirements. She cares for more children in the early years age group than she is allowed. The childminder lacks a suitable understanding of how to respond to a child protection concern. She is unclear of the procedure to follow in the event of an allegation being made against her or one of her assistants. Required paperwork, including evidence of suitability checks, was not available to view during inspection. The childminder fails to ensure that equipment used when caring for children, such as

booster seats, is used according to manufacturers' directions to ensure their safety. The childminder has failed to implement effective support, training and coaching for her assistants to help them provide children with good-quality teaching and learning. She does not ensure that observations of children and ongoing assessments are precise enough to identify what children need to learn next. The childminder does not provide children with consistently challenging activities and experiences. Children become disruptive and bored, which affects their behaviour.
p.1
It has the following strengths
Children chat freely to the childminder's female assistant, who listens and responds warmly to them.

Inspection activities
The inspector spoke to the childminder and her assistants at appropriate times during the inspection. The inspector observed children at play and completed a joint observation with the childminder. The inspector looked at children's observations and assessment records, and a range of other documentation, such as the childminder's training certificates and daily registers of children’s hours of attendance. The inspector talked with the childminder about how she monitors and supports the development of her assistants and the learning environment provided.
p.3
Effectiveness of the leadership and management is inadequate
Safeguarding is not effective. The childminder has failed to notify Ofsted of changes to her assistants to enable the required suitability checks to be completed. In addition, she allows assistants who do not hold valid paediatric first-aid qualifications to collect children from school on their own. The childminder has failed to adhere to the required maximum number of children she can care for at any one time. Her daily registers show that she and her two assistants care for between 10 and 14 early years children every day. This significantly compromises children's safety, welfare and their learning. The childminder does not know the procedures to follow should an allegation be made against her, a member of her staff, or a member of her household. She lacks an understanding of how to deal promptly with a concern about a child's welfare. Furthermore, the childminder was unable to produce any Disclosure and Barring Service checks to confirm that all adults

living and working on the premises are suitable.
p.4
Quality of teaching, learning and assessment is inadequate
The childminder does not accurately observe and assess children's learning. Her weekly planning fails to take into account the different ages and individual learning needs of the children. The childminder and her assistants do not provide appropriate activities and experiences which meet every child's needs. For example, younger children quickly become lost in a group singing and exercise activity, and are left bewildered by the noise and movement of the older children. This leads to a chaotic learning environment, where younger children cannot follow the activities provided, while older children become boisterous and disruptive. The childminder is unaware of children's progress over time or if there any gaps in their learning. However, children enjoy outdoor play in the childminder's good-sized garden.
p.4
Personal development, behaviour and welfare are inadequate
The childminder has not kept Ofsted informed of all changes to assistants currently caring for children. Assistants, whose suitability has not been assured, change children's nappies and support older children to use the toilet. This significantly compromises children's safety and welfare. In addition, some booster seats used by the youngest children at mealtimes are not secured appropriately to chairs, and this further poses a risk to their safety. The childminder does not manage daily routines effectively. For example, it takes a considerable amount of time to get children ready for a snack. This results in younger children becoming unsettled, while older children find amusement in poking each other's arms and misbehaving at the table.
p.4
Outcomes for children are inadequate
Children are unable to make sufficient progress in relation to their starting points. They have very limited opportunities to engage in free play. Children are not able to freely access resources as these are all stored in another room, which often leaves younger and older children wandering around aimlessly, unable to find anything constructive to do.
