This provision is inadequate
The childminder does not have a clear awareness of potential hazards. Older children bring electronic tablets to the setting, which are connected to the internet. They use these to play games and can access videos online. The childminder does not supervise this and has not considered the associated risks. The childminder spends her time constantly trying to manage the behaviour of older children. This means that she is unable to spend quality time caring and interacting with the younger children, to ensure they feel settled and secure. Children are not properly supervised. The childminder cannot control the behaviour of the older children, which increases the risk of harm to others. When eating, the childminder does not sit with toddlers to ensure they do not choke on their food. The meals provided to children are unhealthy and have a very low nutritional content. Children are not taught about how to live a healthy lifestyle or encouraged to

understand which foods are good for them. The childminder fails to help children progress in their learning and prepare them for school. She completes some observations and assessments. However, she is unsure how to use the information she has gathered to plan enjoyable and exciting activities to close any gaps in their learning. Children therefore lose interest and become disruptive.

Inspection activities
The inspector observed care routines and activities in the childminder's home. The inspector accompanied the childminder when collecting a child from nursery and considered how she supervised them and kept them safe. The inspector held discussions with the childminder and children at appropriate times. The inspector reviewed a small sample of documents and records. This inspection was prioritised and conducted following the risk-assessment process.
p.2
Effectiveness of the leadership and management is inadequate
Safeguarding is not effective. The childminder does not carefully supervise children, due to needing to manage the behaviour and actions of older children constantly. As a result, toddlers eat unsupervised, heightening the risk of them choking. The childminder has not considered all potential risks, including the use of electronic devices that are connected to the internet. Although these are available, mainly to older children, young children also watch. When the inspector accompanied the childminder to collect a child from nursery, the childminder supervised children and managed risks appropriately. She also ensured that she remained responsible for the children at all times. The childminder has developed relationships with parents and other professionals. For example, she completes a diary to give them a brief overview of what children have done that day. She has addressed her previous inspection action and now holds a valid paediatric first-aid certificate. The
p.3
Effectiveness of the leadership and management is inadequate
childminder has some plans to develop her skills, such as by attending training courses to improve her understanding of safeguarding. However, her plans are not effectively prioritised.
p.3
Quality of teaching, learning and assessment is inadequate
Although the childminder is able to explain how she plans to provide additional support to children to improve their communication skills, she rarely speaks to them to model speech, ask questions or provide them with challenges. Children are not adequately engaged and spend long periods of time wandering around. The resources that are available are not always age appropriate and provide little challenge. The childminder often leaves children to play alone, while she sits away from them. She fails to respond when children lose interest or to introduce new activities.
p.3
Personal development, behaviour and welfare are inadequate
The childminder meets children's basic needs, such as providing food and giving instructions. However, she spends little time interacting with them. This limits how well children bond with her and feel able to approach her for reassurance. Children are very passive and respond to her requests at times. However, some children are starting to imitate the poor behaviour of older children, which goes unchallenged. Children are provided with snacks, including crisps, biscuits and sausages. They are not encouraged to consider how to make healthy choices or learn about why healthy food is important.
p.3
Outcomes for children are inadequate
Children are not supported to make the progress of which they are capable. They are not engaged in interesting and enjoyable activities. The childminder explains that she usually takes children to the park to keep them entertained. However, the care provided in her home is chaotic. Children rely on the television to entertain themselves and the toys available are generally for very young children, meaning they quickly become bored and disruptive.
