This provision is inadequate
Leadership is weak. The provider fails to identify and address reoccurring weaknesses. The manager does not monitor staff performance. Staff supervision is weak and this has resulted in inconsistent teaching practices. Teaching continues to be poor. Staff do not always gather information from parents about their children when they first start at the nursery, including when children have limited understanding of English. Children do not spend enough time engaged in play and staff's assessments of children’s learning and development are not always accurate. The provider does not consider all potential risks on the premises effectively, to ensure children are safe. Staff do not obtain consent from parents prior to administering medication to children, thus compromising children’s well-being. The quality of provision continues to be inadequate. The provider is not using reflective practice to help drive and sustain improvements.

Inspection activities
The inspection was conducted following Ofsted's risk assessment process. The inspector spoke to staff and held meetings with leaders and managers. The inspector held discussions with children and parents to take account of their views. The inspector looked at samples of observations, assessments and planning to assess children’s progress.
p.2
Effectiveness of the leadership and management is inadequate
The provider fails to monitor the leadership of the setting to ensure that targeted intervention to drive improvement is implemented and effective. Self-evaluation is inadequate and action already taken to make improvements is weak and not sustained. Staff supervision is poor; the manager does not effectively support or monitor the quality of teaching and learning. This results in staff making inaccurate assessments of children's learning and progress, which are not identified or addressed. Although the manager has begun to track groups of children to identify any gaps in children's learning and progress, this is not reliable. Safeguarding is not effective. The provider does not ensure parental written consent is in place before children are administered medicine. Furthermore, management and staff are not vigilant and lack awareness to minimise potential risks to children. For example, an electric fan with a hanging wire in the children’s play area and

medicines stored in a low level fridge are within reach of mobile babies and toddlers. This compromises children’s safety and well-being. In the main, staff demonstrate their awareness of wider safeguarding issues and the reporting procedures to follow for any welfare concerns. Appropriate vetting and recruitment processes are in place to ensure the suitability of staff.
p.3
Quality of teaching, learning and assessment is inadequate
Teaching is inadequate. Staff do not make effective use of their observations of children to accurately assess and plan children’s next steps in learning. Assessments of children's learning lack precision and are inaccurate. Furthermore, staff do not use information from other agencies to support their understanding and teaching of children with special educational needs. This results in staff not knowing when children are working within their expected levels of development or identifying those that need more support. This means children do not make the good progress they should.
p.3
Personal development, behaviour and welfare are inadequate
The weaknesses in the risk assessments compromise children’s safety and wellbeing. There is a high turnover of staff. This, alongside children from some nursery rooms joining with other age groups when numbers are low, results in children's individual needs not being met. Staff do not consistently collect information about new children prior to them starting at the nursery to help them settle in. Furthermore, there are no effective strategies in place to support some children, and their parents, who speak English as an additional language. This affects children's sense of security and emotional well-being. Babies that are used to attending are settled and show they feel secure with familiar adults. Children are well behaved. Staff and parents use daily communication books to share information about care routines between home and the setting. Some parents report they have seen some improvement in the nursery’s communications with parents.
p.3
Personal development, behaviour and welfare are inadequate
However, some remain concerned about the turnover of staff and how this affects their children.
p.3
Outcomes for children are inadequate
Poor quality of teaching means children do not make the best possible progress. Staff do not provide adequate support and challenge to help children progress on to their next steps in learning. For example during circle time in the two-year-olds room, staff do not extend children's interests such as when they want to find out and share more about a friend’s visit to the zoo. In the pre-school room, staff fail to notice children who are disengaged in their play and learning. In the baby room, there is a lack of appropriate resources to sustain the interest of older toddlers who are confidently walking. As a result, they tend to wander around the room, not engaged in meaningful activities. Consequently, children are not well prepared for the next stage of their education.
