This provision is inadequate
The childminder does not have a good enough understanding of child protection and her responsibilities with regards to safeguarding the children in her care. The childminder does not keep an accurate record of children's daily attendance. The childminder has not developed a programme of professional development to help her to improve her knowledge of the learning and development requirements and to raise the quality of outcomes for children. The childminder does not observe, assess or track children's development accurately to plan for and promote their progress. The childminder does not support children's learning adequately, including children who are learning English as an additional language. Children make insufficient progress, particularly in their language development. The childminder does not work effectively in partnership with parents to seek ongoing information from them to support continuity of children's learning.

Inspection activities
The inspector observed the quality of teaching during activities indoors and outdoors and assessed the impact this has on children's learning. The inspector viewed a focused activity with the childminder and discussed the children's progress and achievements. The inspector talked with children at appropriate times during the inspection. The inspector reviewed some evidence of the suitability and qualifications of the childminder and her assistant.
p.3
Effectiveness of the leadership and management is inadequate
The arrangements for safeguarding are not effective. The childminder has some understanding of child protection issues, including how to report any concerns she has about a child's welfare. However, she has not retained information from training to ensure that she understands her responsibilities under the 'Prevent' duty guidance. Additionally, she is not aware of the procedure to follow if an allegation is made against her, the assistant or a household member. The childminder does not complete an accurate daily record of the children's attendance. Therefore, she is not able to monitor children's patterns of attendance or maintain a record of who is present in the event of an emergency. The childminder does not evaluate her practice and has failed to identify significant weaknesses. She has completed some training courses, such as paediatric first aid. However, she has not focused her professional development on improving her

practice and outcomes for children. Furthermore, she has not considered how to monitor her assistant's practice and support her to improve her knowledge and teaching practice.
p.4
Quality of teaching, learning and assessment is inadequate
The childminder does not have a sufficient understanding of how children learn and develop. She does not have a secure knowledge of how to promote children's language and communication development, and she has not identified where children require additional support. The childminder makes routine observations and assessments of children's progress. However, some assessments are inaccurate and she does not use what she does know about the children's abilities to tailor activities to meet the children's individual learning and development needs. This means that children are not effectively supported and challenged to make sufficient progress in their learning. The childminder liaises with parents and shares relevant information about children's care needs with them. However, she does not work effectively with parents to support children's continuing learning and development.
p.4
Personal development, behaviour and welfare are inadequate
Weaknesses in the childminder's knowledge of safeguarding have a negative impact on children's safety and well-being. Nevertheless, children are happy and settled. They wander confidently around the areas of the childminder's home that are accessible to them and make some choices from the resources for their play. The childminder suitably manages children's behaviour and promotes the importance of following hygiene routines. She recognises when children would prefer to play outside and provides them with regular opportunities to develop their physical skills playing in her garden.
p.4
Outcomes for children are inadequate
Children do not receive the support they need to make the progress of which they are capable. They do not gain sufficient skills to prepare them for their future learning. Their language development is poor. Children show some independence, such as when they feed themselves at mealtimes.
